The name, a bit martial, can be misleading. Because when we meet Hocine, Nizar, Faïçal or even Marie, this Wednesday in the city center of Saint-Ouen (Seine-Saint-Denis), we rather think of dealing with mediators, big brothers and a big sister at the service of the inhabitants. They are part of this "brigade of respect and civility" (BRC) which has just been created in the city. Nine agents have just been recruited, nine more will join them in the coming weeks. These personnel now roam all districts of the city, currently from 10 am to 7 pm, in “winter hours” and soon from noon to 9 pm, for the summer period.

Their missions are "very broad", they confirm: it is a question of "forging a social bond with the inhabitants and helping to calm the public space", explains the city.

"In working-class towns like Saint-Ouen, families are often large, small housing and residents therefore have a greater relationship to public space than in privileged areas where you can sometimes have your own garden", recalls Sébastien Roy, director of safety and prevention at the city of Saint-Ouen.

"Everything repressive is not in the DNA of a left-wing municipality"

Why have you created this BRC, whose agents will have no power to contravene?

"The whole repressive is not in the DNA of a left-wing municipality," he continues.

Their mission will be to get in touch with the inhabitants and remind them of good practices, to ensure that everyone can enjoy this public space in a peaceful manner.

"

“It is a city which has always been fraternal but which is in full expansion.

This village side, it has faded a bit.

Recreating links, that spoke to me ”, explains Hocine, 34, the team leader.

Bulky items deposits, anarchic parking, noisy gatherings ... Before sending the municipal police, the BRC can intervene in order to make reminders of the good practices in force in the street.

They will also be able to forward information to the police, but also listen to residents on the ground, and refer them to various municipal services.

Meet the locals

Practical work this Wednesday, when Hocine Ameur, the team leader, stops in front of the ice rink.

“Last week we contacted a homeless man right here.

He was given several contacts so that he could take several steps.

We wanted to see if he was still there, ”he explains, while the person seems to have left the neighborhood.

A little further on, Marie, 52, goes to meet a small group of men spending her days in the street.

They are seated on a bench behind the town hall.

The agent takes their contact details, writes down their requests.

“Often these people don't know where to turn for follow-up.

They are not aware of their rights, or they dare not, ”continues Faïçal, a former salesperson, who sees his mission partly complementary to that of the CCAS (communal center for social action).

That morning, they did not witness any notable "incivism".

The group presents itself to the inhabitants, but also to the traders.

Links are also established with schools.

"Recreating links, that spoke to me"

What prompted these men and women in this mission? “It is a city which has always been fraternal but which is in full expansion, explains Hocine, 34 years old. This

it has faded a bit. Recreating links, that spoke to me. "" We sometimes feel a mistrust, here as elsewhere, with regard to institutions, continues Nizar, who grew up in the city of Cordon and who worked for a long time as a socio-cultural animator in the town. The fracture is not new, but helping to reconnect, at my small level, is motivating. We can be a relay because we live here, people know us and identify with us. "

Close to their marauding, Mireille, 78, approves the initiative: "It's a good idea, it's something that was missing", explains the one who lives in a large complex on avenue Michelet and who is "very attached to the living environment.

She speaks of "these recurrent wild deposits" near her home.

“It's a disaster, but it's also people from the outside doing anything.

"Jérôme, 31, who has been living in the Docks district for three years, also considers" useful to have mediators, present in the street, who are not there to sanction but who are available to residents. .

"

The BRC's telephone contact will also soon be communicated in the town's mailboxes.
