The election of the chief executive is only nine months away. Whether Liang Zhenying, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and former chief executive, will return to run for the election has attracted much attention. "Liang Fan" Zhang Zhigang recently talked about Liang Zhenying's advantage as chief executive and believed that the central government should open up competition.

Leung Chun-ying wrote an article on Facebook last night (9th) that Hong Kong needs to have a policy bureau with clear functions and responsibilities in order to develop cultural industries in order to avoid "everyone control, no one" situation.

He reiterated that before taking office as the chief executive in 2012, he proposed the establishment of the Cultural Bureau, but the motion was unfortunately unrealized by the opposition. Now the Legislative Council no longer has a Rab, and hopes that the Cultural Bureau can be established as soon as possible.

The Cultural Affairs Bureau was "pulled to death". "Golden opportunities changed to missed opportunities."

Leung Chun-ying pointed out that the national "14th Five-Year Plan" clearly stated "supports Hong Kong to develop Chinese and foreign cultural and artistic exchange centers." To achieve this goal, the role of the SAR government is not only to invest More resources, but a policy bureau with clear functions and responsibilities, responsible for formulating development strategies and coordinating related policies and measures, so as to avoid "everyone control, no one."

He mentioned that during his appointment as the Chief Executive in 2012, he formally proposed to the Legislative Council the establishment of a Cultural Bureau to take over the relevant functions of the three policy bureaus, including the cultural policy functions of the Home Affairs Bureau, and the films and movies of the Commerce and Economic Development Bureau. The policy functions of the creative industries, and the cultural heritage conservation policy functions of the Development Bureau; and jointly formulate arts education policies and courses with the Education Bureau, while supporting the exchanges of local art groups and artists at home and abroad.

Leung Chun-ying pointed out that unfortunately, the motion for the establishment of the Cultural Bureau was "pulled to death" by the opposition Rab of the Legislative Council. "In the blink of an eye, many golden opportunities have become missed opportunities."

Leung Chun-ying also pointed out that now the Legislative Council is no longer in support, and sincerely hopes that the Cultural Affairs Bureau can be established as soon as possible to lead Hong Kong to give full play to its advantages, fully command government policies, and vigorously promote the dual, inclusive, and interactive development of cultural undertakings and cultural industries. "Change, Start with government functions and responsibilities."
