The Government intends to apply to the Legislative Council for an appropriation of about $1 billion for the survey, research and detailed design of the New Territories North Development. The Legislative Council's Development Panel met today (10th) to discuss.

The Development Bureau stated that the goal is to start the construction of the New Territories North in 2025, and the first batch of residents can be occupied in 2032.

At the meeting, some members were concerned that the MTR North Link failed to match the time of occupation. The Development Bureau responded that the North Link is expected to be implemented in 2032, and there will only be "small-scale occupations" in the same year, hoping that it will not cause adverse effects on traffic.

In addition, the government has reserved about 7 hectares of land for agricultural development in the "Sin Tin/Lok Ma Chau Development Hub", but the bureau stated that it will follow up on whether to reserve relevant land.

The development of New Territories North includes "San Tin/Lok Ma Chau Development Hub", "New Territories North New Town" and "Man Kam To Logistics Corridor".

At the meeting, some Members were concerned that the MTR North Link will be completed in 2034, and they are worried that residents will have to "wait for nothing" for transportation facilities after they move in in 2032.

Ning Hanhao, the permanent secretary of the Development Bureau, responded that the Northern Link is expected to be implemented in 2032. In the same year, there will be "small-scale occupancy" with about 1,000 people moving in, hoping that it will not cause adverse effects on traffic.

A highly sensitive area east of Heung Yuen Wai

Member of the Legislative Council, Junyao Ho, thinks that the area of the New Territories North New Town is too detailed and it is suggested that the eastward area of Heung Yuen Wai should be covered.

Ning Hanhao responded that Honghualing, east of Heung Yuen Wai, will be included in the country park and is a highly sensitive area.

She also pointed out that the middle position of Honghualing and Heung Yuen Wai involved many hilltops and sensitive areas, so they were not included in the scope. "But we will try our best to study and observe, can we go east and grab more land."

Regarding many members of the Council who criticized the work for being too slow, Ning Hanhao said that it took 11 years from the study to the construction of the Kwu Tung North Fanling North New Town; the Hung Shui Kiu New Development Area took 9 years; and the New Territories North took 6 years. I hope everyone will see us and speed up their determination."

7 hectares of farmland reserved for "City and Country Harmony"

In addition, Ning Hanhao stated that about 5 hectares of arable farmland in the "Xintian/Lok Ma Chau Development Hub" will be affected, but the government has also reserved 7 hectares of farmland.

Ning Hanhao also said that in the past, I often heard the concept of "inclusiveness between cities and towns," and hoped that when developing new towns, rural agriculture could be preserved at the same time. However, she pointed out that she would also follow up on whether to reserve the 7 hectares of farmland. I understand that Members see the law. If an area is not really a lot of agricultural areas, but there are a few (agricultural areas) in Linglingsheshe, in fact, can you think about it again, or is it necessary to keep it?"

Asked why many areas are designated as green areas, Ning Hanhao said that some areas are funeral areas.

She also pointed out that all new development areas will now use a public-private housing ratio of 7 to 3, and there is no intention to change it for the time being.
