The Government intends to apply to the Legislative Council for an appropriation of about $1 billion for the survey, research and detailed design of the New Territories North Development. The Legislative Council's Development Panel met today (10th) to discuss.
The Development Bureau stated that the goal is to start the construction of the New Territories North in 2025, and the first batch of residents can be occupied in 2032.
At the meeting, some members were concerned that the MTR North Link failed to match the time of occupation. The Development Bureau responded that the North Link is expected to be implemented in 2032, and there will only be "small-scale occupations" in the same year, hoping that it will not cause adverse effects on traffic.
In addition, the government has reserved about 7 hectares of land for agricultural development in the "Sin Tin/Lok Ma Chau Development Hub", but the bureau stated that it will follow up on whether to reserve relevant land.
The development of New Territories North includes "San Tin/Lok Ma Chau Development Hub", "New Territories North New Town" and "Man Kam To Logistics Corridor".

She also pointed out that the middle position of Honghualing and Heung Yuen Wai involved many hilltops and sensitive areas, so they were not included in the scope. "But we will try our best to study and observe, can we go east and grab more land."
Regarding many members of the Council who criticized the work for being too slow, Ning Hanhao said that it took 11 years from the study to the construction of the Kwu Tung North Fanling North New Town; the Hung Shui Kiu New Development Area took 9 years; and the New Territories North took 6 years.
