In almost every building committee, the committee deals with sometimes complex changes to valid development plans. And Ilona Böse addresses the problem in almost every building committee - so far without success. “It's a very big and complex task, but we have to tackle it,” she is convinced. There are various examples from her eight years on the building and environmental committee. Two-digit changes to development plans that are more than 40 years old already indicated: “This is no longer up-to-date in any way, it blocks us in advance.” The land-use planning is a steering instrument for urban development. "You can't throw that overboard overnight," Böse is clear about. City master builder Sebastian Dietrich emphasized that a revision of the development plans was also fundamentally the objective of the city planning office.

As far as the implementation horizon is concerned, however, this is set to medium to long-term, which means that this is actually planned by the end of the ISEK term in 2035 at the latest.

"The subject cannot be dealt with in a short time," said Dietrich, referring to a precarious situation in the city building department, not for the first time. One position is not filled, Bernd Liebermann will also be retiring soon - the position will be filled internally. "We have an immense workload," said Dietrich. 23 development plans are in preparation or in the process, "we have to work through that first". In addition, one is still in the process of designating two redevelopment areas and a statute for socially fair land use (SoBoN). "We have a bunch of topics ahead of us."

When asked by Schongauer Nachrichten, Dietrich once again clarified how long such construction control procedures would now drag on. “It's getting more and more complex.” And by that, the city builder doesn't just mean the objections of the citizens, which often come with a legal letter. The two most recent proceedings in Schongau-West had dragged on for a year and more, which was also due to the willingness of the city to make the process citizen-friendly, "so that in the end no one feels duped". However, necessary examinations such as soil or noise protection reports are also becoming more and more time-consuming. In total, the city currently has around 95 development plans. Picking up one or the other instead of changing something in it, as Böse had suggested, is definitely an instrument, especially through Paragraph 34,to build as usual in the area, most of it is regulated anyway.

Michael Eberle (CSU) fundamentally advocated the revision of the development plans, these should be renewed if necessary. “Those are the guard rails, and we have some development plans with catastrophically narrow guard rails.” And if you often need exceptions, you have to approach the development plan so that the stipulations then apply to everyone. He resisted, however, to cancel the development plans completely. After all, it is a question of whether the city wants flat roofs or which fences are allowed. Ultimately, the citizens no longer have any planning security.

Dietrich advised against the original suggestion that the topic should be included in the closed conference, as it was far too extensive.

What the city builder was able to promise the city councils, however, was that the city building authority wanted to take more time in future to take a closer look at the respective development plan together with the building committee for upcoming construction work.

It is a matter of looking at the specific individual case with measure and aim.

Dietrich: "Then we can weigh up the relationship between effort and benefit."

The city council unanimously accepted this proposal.
