The national business mediator presented this new book on Monday during a videoconference with Agnès Pannier-Runacher, the Minister for Industry, and Laure Bedier, Director of Legal Affairs at the Ministry of the Economy. This 25-page practical manual lists the rules applicable to public procurement, which represents 8% of the French GDP. “
It aims both to reassure public buyers
(mayors, regional presidents, etc.)
who fear to be blamed for a bad application of the rules.
But also the small companies which believe the public order reserved for the largest ”
, underlined Agnès Pannier-Runacher.

Significant changes have indeed been made since 2019 to make ordering more accessible to small structures. They can thus apply for calls for tenders, the amounts of which reach 40,000 euros (HT), against 25,000 euros previously, and this without additional formality. In the public works sector, the ceiling has even been raised for two years and, as part of the recovery plan, to 100,000 euros. The rate of financial guarantee holdbacks - which aims to cover reservations made upon receipt of services - has also been reduced to 2% for SMEs (against 5% previously).
