The fertility rate in Hong Kong is low. According to a survey conducted by the Hong Kong Women’s Federation, more than half of the respondents are unwilling to have children. The authors believe that the Hong Kong government should give priority to public housing or home ownership housing for families with children, so as to maximize the willingness to have children.

The Women's Federation recommends that the government take the lead in implementing family-friendly policies, including implementing a five-day work week, flexible working hours, building more public housing, and providing first-time home buyers with interest-free and low-interest home loans to create a conducive childbirth environment for the public.

At the end of last month, the Women's Federation successfully interviewed more than 1,200 local residents aged 18 or above through physical and online questionnaires.

The survey results showed that about 56% of respondents indicated that they did not want to have children.

Divided by age group, only about 16% of respondents in the 20-29 year-old group said they would like to have children, while the 30-39-year-old group and the 20-29-year-old group accounted for 55% and 16% respectively.



In terms of factors that affect the willingness to bear children, the main factors include "high economic pressure on parenting", "insufficient housing space", and "busy work".

More than 5 adults believe that the government should give priority to public housing or home ownership housing for families with children, which can best increase the citizens' willingness to bear children, followed by providing childcare or child learning allowances.

The Women’s Federation recommends that the government take the lead in fully implementing family-friendly policies, including the implementation of a 5-day work week, flexible working hours, and employer’s childcare services.

The Women's Federation also urged the construction of more public housing to give priority to families with children, and to provide first-time home buyers with interest-free and low-interest home purchase loans, so as to create a conducive environment for children.
