The Penzberg Greens are calling for a photovoltaic or solar thermal system to be placed on the roof of every new building in Penzberg - as a step towards climate neutrality.

They want to have this obligation written into the urban development plans.

Penzberg - The Penzberg Green parliamentary group has submitted an application to the town hall with which they want to oblige both the city and private owners to equip the roof with photovoltaic or solar thermal systems for new buildings and extensions. The Greens propose to use the development plans. The obligation is to be laid down in it according to your information. In future, the city should also specify in urban development contracts with building buyers that a tenant electricity model (the electricity is not fed into the public grid, but offered to tenants) is anchored in multi-storey apartment buildings. The city council should deal with it in one of the next meetings.

Greater efforts are needed "to achieve the urban development goals in the energy sector and the associated contribution to the agreed climate neutrality," argue the Greens. "Property obliges", they declare in their application. “Anyone who builds real estate must meet the urban planning requirements.” This includes the Greens, the urban climate targets and the desired climate neutrality. According to the parliamentary group, climate change is already causing "enormous additional costs" in the area of flood retention, through storm damage and forest death. These costs would increase significantly in the future. In order to slow down climate change and thus keep costs within limits, “we have to take clearer steps than in the past and as politicians take responsibility”.The Penzberg Green parliamentary group refers to Baden-Württemberg, where from 2022 all buildings that are not used for living will be subject to solar requirements. They also cite Bavarian municipalities such as Pfaffenhofen an der Ilm, Amberg and Vaterstetten, which would have stipulated solar requirements for new buildings in development plans. According to the Greens, in a survey by “YouGov” in 2020, 82 percent of Germans were in favor of compulsory solar power for non-residential buildings and 80 percent for residential buildings.According to the Greens, in a survey by “YouGov” in 2020, 82 percent of Germans were in favor of compulsory solar power for non-residential buildings and 80 percent for residential buildings.According to the Greens, in a survey by “YouGov” in 2020, 82 percent of Germans were in favor of compulsory solar power for non-residential buildings and 80 percent for residential buildings.

Your application to the Penzberg city council stipulates the construction of photovoltaic systems and / or solar thermal systems on the roof of new buildings, extensions and additions of all kinds in all new development plans.

For new buildings by the city of Penzberg, “as large a part of the roof area as possible”, but at least 40 percent, should be used for solar thermal or photovoltaics.

The Green Group also wants the obligation to be gradually anchored in the existing development plans.

For example, the corresponding passage could be inserted when a development plan is changed.

Against this background, the parliamentary group proposes that development plans including solar obligation be drawn up step by step for building areas in the urban area that have not yet been regulated by development plans.

The Greens parliamentary group also wrote minimum requirements for mandatory photovoltaic systems in its application.

According to this, at least 40 percent of the roof area should be used for them, whereby solar thermal systems are to be taken into account, and their output is at least one kilowatt peak per nine square meters.

According to the request of the Greens parliamentary group, the obligations should apply to all buildings with a roof that require approval and that are not legally excluded.

Last year, Prime Minister Markus Söder (CSU) spoke out in favor of anchoring mandatory photovoltaics in construction planning for all new commercial buildings from 2021 and for all new private buildings from 2022.

So far, the CSU has not yet had any legal initiative to implement this.
