The government recently announced the use of the "Shang Fang Sword" "Land Resumption Ordinance" to recover three private lands, located in Yuen Long and Fanling, but only involved about 1.2 hectares.

Chief Executive Carrie Lam Cheng Yuet-ngor stated in his 2019 policy address that he would “go all out” to recover private land to develop public housing. At that time, he said that the Land Resumption Ordinance would be used to recover three types of private land, except for land that can be used for high-density housing development. , Brownfield and squatter land in the New Territories are also among them.

Two years later, except for the private land recovered this time, it claimed that there were 450 hectares of brownfield land with possible development potential, but in the end only 10% could be developed; this meant that the 3 types of private land eventually covered only about 55 hectares.

Chen Jianqing, a local research agency, pointed out that the government’s slow land resumption and the small amount of land repossessed. He believes that there are still a lot of land available for development in Hong Kong, such as Ding.

3 parcels of land will not be recovered due to land lease amendment

However, after the government has reviewed various types of land, the area of land that can be recovered is not large.

Take the high-density housing development private land that has been announced this time as an example. The government said at that time that it would review 10 private land that had been left empty for many years and had not been developed, and the land involved had not yet started the land lease modification procedures with the Lands Department.

After two years of research, the government has only recovered 3 parcels of land, involving about 1.2 hectares of private land. It also shows that 2 parcels of land are not under development, and there are 3 remaining parcels of private land because the owners have submitted land lease amendments or land exchange applications. It will not be recovered temporarily.

Brownfield only receives 10% to develop public housing

Regarding brownfields, the Planning Department has previously published the results of two phases of research. After reviewing 160 hectares and 290 hectares of brownfields respectively, only 47 hectares of brownfields were rated as suitable for public housing development.

The government pointed out at the time that 450 hectares of brownfields were classified as having high or medium development potential, which meant that the government only recovered about 10% of the developable brownfields.

The third category of private land, namely Cha Kwo Ling Village, Niu Chi Wan Village and Zhuyuan Lianhe Village squatter areas, earlier the government stated that a total of 7 hectares of land was used.

In other words, the government threatened to recover private land under the "Land Resumption Ordinance", which now only involves 55 hectares of land.

Partially close the golf course by increasing the plot ratio and increasing the supply

It is worth noting that the government did not fully recover the 172 hectares of land in the Fanling Golf Course, which attracted much attention during the "Land Debate". It only indicated that it would recover the 32 hectares of housing for construction.

Later, Secretary for Development Wong Wai Lun pointed out that without widening Fan Kam Road, the supply of units could be increased to 9,000 units, which is more than double the 4,000 units previously claimed. It was questioned that the increase in plot ratio may constitute a planning misconduct. .

Chen Jianqing, a local research agency, pointed out that the resumption of private land this time and the earlier studies on brownfields reflect the slow rate of land resumption by the government and the small amount of land repossession.

Indigenous Research Society refers to research and recovery of low-to-medium-density development land

Chen Jianqing, a local research agency, pointed out that the resumption of private land this time and the earlier studies on brownfields reflect the slow rate of land resumption by the government and the small amount of land repossession.

He believes that the authorities only focus on the resumption of land to build houses, reflecting that the government does not know how to use land. "The choice of land resumption is very narrow." He said that there are many land available for medium and low-density development in Hong Kong, including about 150 found in their earlier research. The hectares of land and the land stockpiled by developers in the urban area, etc., believe that Hong Kong is not without land available, but that the government "has land that is not available."
