Now a farmer has applied for a “privileged building project” for another riding stable with 62 horses on Stefflweg.

The project

The farmer wants to build a large facility for up to 62 horses on 6000 square meters in the outdoor area between Steffl- and Neukeferloher Weg: Horse exercise hall with factory hall and two staff apartments, riding facility, farm building, horse stable with twelve boxes, recovery hall, manure disposal, bulk material storage, open stable with functional wing, a riding arena with a size of 40 by 20 meters as well as a lunging hall, grandstand, toilets, 30 car parking spaces and ten trailer parking spaces.

The concerns

Numerous local councils expressed their displeasure from the start, they think the project is far too big and traffic with supporters will increase enormously in Grasbrunn.

The Greens around Michelle Nelson rejected the building application in general, "because three horse farms in Grasbrunn are simply enough and that is by no means a privileged building project by a farmer, it is just a sports facility for us," said Nelson.

FDP local chairman Oliver Knapp had called for broad participation of the population in the run-up to the meeting, not just a decision in the building committee.

The facts

Mayor Klaus Korneder (SPD) had to clarify some legal aspects before the lively discussion. “In our rules of procedure of May 2020, we clearly stipulated which things had to be dealt with and where. Clearly, building applications fall into the building committee and not the municipal council. There we not only decide about bar mat fences, but also about development plans and applications, ”says Korneder.

Secondly, citizen participation in this case of a privileged building application is completely nonsensical. Privileged building applications in the outdoor area are projects that serve an agricultural or forestry operation, the development of which is secured and which do not conflict with public interests. Agriculture includes arable farming, meadow and pasture farming including animal husbandry, provided that the fodder can mainly be produced on the areas belonging to the agricultural operation. “If we had involved the citizens, we would have suggested to them that they could have a say in this. But that's not the case, ”emphasized the mayor, even the municipality can only judge whether the desired building area is accessible, whether there is electricity, water and sewage supply."The AELF alone decides whether this is a privileged building project that can be implemented there in this size - not us."

The vote

With a large majority, the building committee therefore only took note of the application, but asked the applicant to significantly downsize his project and build a direct connection to the M25 district road so that traffic does not roll through Grasbrunn.

The Greens rejected the building applications, "even if we are not responsible, we want to send a very clear signal to the AELF and also to our citizens," said Michelle Nelson.
