The Legislative Council's Committee on Civil Servants and Subvented Organizations Staff Affairs was convened this morning (17th) to discuss the establishment of the civil service. At the meeting, many members were concerned about the resignation of civil servants.

The Director of the Civil Service Bureau, Nie Dequan, stated that about 8,500 civil servants were lost in the past year, of which 1,863 resigned, and more than half resigned during the probation period.

According to government documents, the number of civil servants resigning in 2020/21 is the highest in 14 years.

Nie Dequan pointed out that civil servants who resigned have their own reasons, including family and health reasons, and some were hired in the private market. He emphasized that the overall resignation rate is 1.05%, which is still low.

More AO applications than last year

Nie Dequan pointed out that in the past year, 14 people retired, 21 people resigned, and one person changed jobs in the government affairs grade. The wastage rate was 5.21%, which was the highest figure in the past decade.

New Democrat Party Legislative Council Member Ye Liu Shuyi asked whether it has become difficult to recruit administrative officers after the government requires civil servants to take the oath. Nie Dequan said that 14,000 applications were received this year, which is more than 12,000 last year, reflecting that the number of applications is still quite large.

Member of the financial sector, Chen Zhenying, pointed out that among the 18 directorate posts in the civil service, 14 are held by women. What is the ratio of men to women in the permanent secretary?

Nie Dequan said that among the 18 standing secretary ranks, 11 are women; the DAB Jiang Liyun said bluntly, "It's gratifying," but believes that the bureau needs to care about this issue. Nie Dequan pointed out that the bureau will pay attention to the number of female civil servants and emphasize the entire recruitment process. It is fair and just, "the capable one lives."

Nie Dequan: The new system of civil servants has no pension but has a more generous public service fund than the MPF

Guo Weiqiang, a member of the Legislative Council of the Federation of Trade Unions, asked whether the lack of pensions and pensions for the new system of civil servants would reduce the attractiveness of civil servants to stay.

Nie Dequan stated that there are different reasons for civil servants to resign. He also pointed out that although the new system of civil servants does not have a pension, they still have a public salary that is better than the MPF.

He believes that the younger generation changes their employment culture and seldom retire from the same job.

Xie Weiquan, a member of the Legislative Council for Construction, Surveying, Planning and Gardening, said that the government has frozen the staff establishment in the past two fiscal years on the grounds of saving resources while continuing to recruit.

Nie Dequan stated that the recruitment of approximately 14,000 positions is to fill the loss of staff when the establishment is frozen this year.

He also pointed out that in the past, recruitment was stopped due to the shrinkage of the establishment. However, many problems have occurred, which has also caused the government to have faults, which has an impact on departmental development and staff succession. Therefore, the bureau does not want to stop freezing recruitment.
