But there were many counter arguments against hybrid sessions per se.

City hall office manager Peter Eberlein said that full responsibility rests with the municipality.

It would have to guarantee, among other things, that the line to the home office of the council members never breaks off, that everyone can always be seen and heard (especially when voting) and that nobody overhears in the non-public part of the meeting at home.

Eberlein: "No relative, but also no Alexa." How this should be regulated is unclear.

In addition, it would have to be determined who and how many are allowed to sit at home.

And finally, the council members must be in the meeting room when deciding on property matters, planning procedures and the award of contracts.

Technical impossible

In addition, a hybrid meeting in the Gernlinden community center - where the local council is currently meeting - is technically not possible.

Only when the number of infections continues to fall and more is allowed will one be able to return to the meeting room at the town hall, said Eberlein.

A hybrid event would be technically possible there - but then perhaps no longer necessary.

Christa Turini-Huber (CSU) said: "The effort would be exorbitant." She recalled that in an emergency, decisions can also be made in a smaller corona committee - so you don't necessarily have to come together in a large group.

The local council finally rejected hybrid meetings against two votes.

The matter is still kept in mind: Those responsible in the Maisach town hall will observe how other municipalities deal with the possibility of the new form of meeting.

The Puchheim city council recently decided to hold hybrid meetings if necessary (only the city council, not its committees).

The Eichenau municipal council even had its first hybrid meeting: three council members were sitting at home.

But there were some technical and practical problems.

The overall conclusion there was: Presence cannot be replaced.

The Greens were promised that there would be an interim report on hybrid meetings in October.

This type of event is currently limited by the Ministry in a trial phase until the end of 2022.
