The senators validated Monday, May 17 in committee the bill of gradual exit from the state of health emergency and the controversial "
health pass
", with however modifications compared to the text released by the National Assembly which strengthen the "
guarantees
”.

The text will be examined at first reading from Tuesday afternoon in the hemicycle of the Luxembourg Palace, dominated by the right-wing opposition. The first article of the text, which had given rise to a "
quack
" in the presidential majority last week in the National Assembly, was modified by the senators in committee, on the initiative of the rapporteur LR Philippe Bas.
The rapporteur therefore proposes to extend the state of health emergency until June 30, "
when the government considers that it no longer needs to resort to a curfew to contain the spread of the epidemic
", and to institute an "
intermediate
" plan from July 1 to September 15 only. This regime would not allow the taking of measures "
strongly prejudicial to freedoms
" such as the prohibition of movement or the closing of establishments. In the event of active circulation of the virus justifying this type of measure, the government should again declare a state of health emergency for the parts of the territory concerned.
The government has already been forced to review article 1 of the text in the Assembly, under pressure from the Modem.
The executive has thus agreed to shorten the transitional period during which restrictions of freedoms remain at its disposal in the face of the pandemic, from June 2 to the end of September, rather than the end of October.
Regarding the health pass, an amendment adopted by the senators specifies the guarantees that must be attached to its deployment.
In particular, it provides that the health pass could only be implemented in places "
involving large gatherings of people which, because of their configuration or the nature of the activities they host, do not ensure compliance. barrier gestures
”.
This tool must make access to large gatherings or certain places subject to the presentation of a negative virus screening result, or proof of vaccination, or even a certificate of recovery after contamination. The deputies have already banned its use by persons other than those expressly mentioned in the law.
