Zhou Shou-jen has supervised the school management of many bishops. In addition to being the supervisor of Hong Kong and Kowloon Hua Yan College, he also served as the chairman of the Jesuit University Preparatory Working Group in the early years. He applied to the Education Bureau to be in Queen’s Hill, Fanling The land was used to establish a private liberal arts university, but the land was eventually zoned for the construction of public housing in 2014, and the school plan was to be shelved.

The Vatican announced today (17th) the appointment of Father Zhou Shouren of the Jesuit Order to "airborne" the Catholic Diocese of Hong Kong, and he will be the new bishop in December.

The 62-year-old Father Zhou was ordained in 1994. Since 2018, he has served as the President of the Society of Jesuits of China. He is currently the supervisor of two Huaren Schools in Hong Kong and Kowloon.

In 2010, the Hong Kong government announced that it would allocate land for the former military camp at Queen's Hill in Fanling for school sponsoring organizations to apply for the establishment of private universities.

The following year, as the chairman of the Jesuit University Preparatory Working Group, Zhou Shouren applied to the Education Bureau for the establishment of a four-year private liberal arts university on Queen’s Hill, Fanling. The initial plan was to provide 3,000 places. In addition to major subjects, Also take prerequisite courses such as theology and philosophy.

At that time, the Education Bureau did not make any specific requirements, but responded that the Queen’s Hill site could accommodate 8,000 people. The Jesuits later stated that they would adjust the number of places to 8,000. However, due to the strong demand for housing in Hong Kong, the Hong Kong government finally announced that in 2014 The land use was changed to build public housing, namely the current public housing Queen's Hill Village and Home Ownership Shan Lai Court.

The Hong Kong Society of Jesuits later moved to Yantian Tsai, Sai Kung to buy land to build a school, but the Jesuit Rome General Assembly decided to terminate the preparatory construction the following year.

In an interview with the "Gong Jiao Bao" in the diocese of Hong Kong, Father Zhou Shouren stated that he originally hoped that through a private liberal arts university, "Hong Kong, which is in charge of business, would broaden the horizons of young people and promote the development of the whole person."

He hopes that this kind of child can sprout and let those who are interested can make it happen. He emphasized that "education should be to promote the development of human culture, civilization and humanity, and should not mainly serve to promote economic or career development."

According to a document from the Housing Department, the 7 residential buildings in Queen's Hill Village provide a total of 8,865 public rental housing units, which are expected to be completed in phases in 2021.
