On the eve of the reopening of cultural venues, the Minister of Culture announced that the music festival would be kept hidden until 11 p.m. She also specified the contours of the health pass, in the Parisien-Today in France.

“We never failed.

Our past pleads for us. ”

Asked by

Le Parisien

, the Minister of Culture fervently defended the government's action concerning intermittents during the Covid-19 pandemic.

Responding to the concerns of cultural players about the reopening, Roselyne Bachelot also returned to the establishment of the health passport, which will not be necessary during the music festival, which will be held as agreed on June 21.

While the occupant of the rue de Valois was rather skeptical, in April on BFMTV, as to the introduction of the precious sesame, she this time wanted to clarify her position:

“I was against the vaccination passport which conditioned entry into a place of cultivation on the fact of being vaccinated. With the health pass, either you are vaccinated, or you have a negative test within 48 hours or you have had the Covid in the last six months and you can go to a show. These three entry keys are mentioned in the "Tous Anticovid" application. But for those who do not have it, they can obtain a paper certificate from their doctor with a QR code that will include the same information. On reading this code, only the name of the person and the indication "valid" or "invalid" will appear without further clarification. "

It remains to be seen how the said doctor will have to equip himself to obtain the famous QR code.

Regarding the dates and places of application of the pass, it will only be effective

"from June 9, in events of more than 1000 people"

.

The music festival, which

"will be held on June 21 [...] will not be subject to the health pass

,

"

detailed the minister, reiterating an announcement already made on France Inter.

“We can dance but it will be a masked party with a curfew at 11 pm.

I appeal to everyone's responsibility.

The rate of 50% of people vaccinated should be reached, we will achieve a significant level of immunity

, ”she added.

The question of holding upright festivals this summer continues to arise, while certain events such as Solidays or Hellfest have canceled their 2021 edition.

“We are working on it with the professionals.

The test concerts will help us set up health protocols, such as the health passport and vaccination.

What is also important for the financial balance, it is the restoration and the bars.

The regulations in force for bars and restaurants will apply to festivals.

Refreshments where people congregate should be avoided. ”

"We must stop the occupations"

While the movement to occupy theaters continues, despite their imminent reopening, Roselyne Bachelot called for the mobilization to cease:

“There are a little more than eighty places occupied, and I say it forcefully, these occupations do not appear incompatible with the reopening.

This movement was also born to ask for the reopening of cultural places.

They reopen!

There was the question of intermittent workers,

their rights are extended

[…] The occupations must be stopped. ”

"Intermittence is a jewel of French cultural policies, which does not exist in any other country,"

added the minister, before justifying the action of the executive.

“We have extended the protection system beyond August 31 until the end of the year. I also wanted there to be a specific measure for young people at the start of their careers. For those under thirty, the threshold of 507 hours to enter the intermittence system is lowered to 338 hours. "

Especially since the French cultural sector has benefited from a particularly benevolent aid policy with regard to its intermittent workers.

“We have mobilized, in a little over a year, eleven billion euros for art and culture, the men and women who make it. We tried not to forget anyone, to reduce the procedures as much as possible. Angela Merkel, in a country with fifteen million more inhabitants, has mobilized two billion euros. The only difference is that the German cultural world praised her. And we with eleven billion, we sometimes had less benevolent comments, let's say… ”
