State Comptroller Matanyahu Engelman publishes a report today (Wednesday), which has audited the State Comptroller's Office in recent months on a variety of important systemic issues concerning the public.

In light of the security incidents in Operation Wall Guard and the many clashes across the country between Arabs and Jews, the comptroller writes in the report that most authorities do not have a satisfactory solution for treating victims of anxiety among their residents and no national strategy has been formulated. Despite the vitality of treating the victims of anxiety in Israel, the number of mental health clinics of the HMOs in emergencies has been reduced by a third in recent years.

The report raised various findings regarding the Israeli police's handling of illegal weapons and shootings in Arab society localities and mixed localities, the handling of monopoly and centralization in the food industry, the operation of operating rooms in general hospitals and the rehabilitation of prisoners in Israel.

"The issue of crime in Arab society has been occupying Israeli society for about 20 years, and despite actions taken, the situation is getting worse," the comptroller stressed the issue of violence among Israeli Arabs, adding that "the duty of the controlled bodies is to act quickly and effectively "To promote public service in Israel, thereby improving the quality of life and environment of Israeli residents."

These are the main findings of the report.

The state neglects the victims of anxiety and the authorities have no therapeutic response

"Treat shock is essential for the return of coping capacity of casualties in cases where the response is transient and they are not able to return to daily routine, and to prevent prolonged disorders and more serious," writes a visitor in the report.

Despite the vitality of treat shock in Israel, several mental health clinics HMOs in emergencies have been reduced by a third in recent years - from 75 sites to 50 clinics, spread over 30 local authorities out of a total of 257 authorities. The report states that "there is a concern that it will not be possible to provide an appropriate response to victims of anxiety during Emergency in the other 227 local authorities. "

Moreover, in the 50 existing clinics, "there is a shortage of staff for emergency treatment, especially psychiatrists." The report also shows that in the northern and Haifa districts, which have a population of about 2.2 million, there are 11 emergency clinics, and in the southern district of 1.4 million, only 7 sheltered clinics will operate.

"In recent years, comprehensive processes have begun to determine a national strategy for creating social resilience and deploying resilience centers throughout the country, but these processes have not yet been completed, and no national strategy has been formulated on the subject," it said.

As a result, some local authorities are working to complete local responses on their behalf for the benefit of their residents, and to raise financial resources for the establishment of these responses.

For example, some authorities in the north are working to provide local solutions, including continuing to operate dedicated treatment sites in their area.

Crime in Arab society is intensifying and the police have no direction for dealing with the issue

State Comptroller Matanyahu Engelman sharply criticizes the issue of the Israeli police's handling of illegal weapons and shooting incidents in Arab society and mixed localities. He finds that since 2018, when he published a report under this heading, crime in Arab society has intensified even further. Thus, from a follow-up audit conducted from May to October 2020 in the Ministry of Defense and the IDF. The

non-Arab population has since 2016 A decrease in the rate of homicides, while in Arab society there was a consistent increase of up to 24%. In 2019, the rate reached 78% of all homicides. There were 10,874 shooting incidents throughout the country - an increase of about 18% from 2019. It also increased that the number of murders from Arab society in 2020 reached 106, an increase of about 12% from 2019.

The Comptroller advises the police to complete a process of "learning lessons" and deciding on an action plan.

"These data show the effect of the availability of weapons on crime in Arab society and the need to significantly reduce it in order to deal with serious crime," the comptroller states. He recommends that the police conduct an in-depth examination of the results of the five-year plan. "Lessons will be learned" and the nature of the plan will be decided.

Authorities are afraid of declaring food monopolies and high prices relative to the world

A decade after the social protest of 2011 that began as the "cottage protest," food prices in Israel are still very high by international standards, there are structural barriers that make it difficult to lower food prices and promote competition in the industry, and "the authorities are not doing enough."

This emerges from the State Comptroller's report published today on the issue of centralization in the food industry.

According to the report, food and beverage prices in Israel were on average 37% higher than in OECD countries and 51% relative to EU countries in 2017. The most significant gap is in prices of milk, cheese and eggs - these products were 79% higher and 100% respectively compared to prices in OECD countries.

This gap has even increased since 2011 by 28%.

The State Comptroller recommends, among other things, that the Competition Authority use the tools provided to it by the legislature as necessary to remove barriers to competition in the food industry and lower the cost of living in Israel, such as declaring a monopoly and a concentration group and issuing instructions in appropriate cases.

"Dealing with the cost of living in the food and consumer industry requires the Israeli government to act to reduce the impact of monopolies and concentration groups, to promote competition in the economy and to reduce barriers to importing products," the comptroller writes.

Poor management leads to long waiting times for surgeries in Israel

The State Comptroller's report harshly criticizes the way operating rooms in general hospitals are operated, leading to the formation of “bottlenecks,” causing the queues for their surgeries to lengthen.

According to the report, waiting times in Israel are longer than usual in the US and Europe.

At the end of 2019, there were 458 operating positions in all hospitals in Israel, an addition of 25 positions from 2017, the date of publication of the previous State Comptroller's report. 7.5 hours in general hospitals in Israel. The cost of an operating room reaches NIS 2,000, the utilization rate of active operating rooms in the "small" government hospitals in the afternoon ranges from only 17-50%. 53% wait for surgeries in Clalit's hospitals. " No future "queue, over a year, and there are only 9.9 anesthetists for every 100,000 people, a relatively low rate compared to other developed countries.

"The operating rooms on their staffs are a valuable infrastructural resource, whose availability and readiness affect human life and quality, so it is of great importance for their proper management and optimal utilization," states the auditor.

The previous report found that the Ministry of Health does not have complete and reliable information on the utilization and outputs of the operating rooms, and this impairs its ability to fulfill its role as the supervisory body.

The follow-up audit revealed that the Ministry of Health set up such a committee towards the end of the current audit, in September 2020. In the

hospitals examined, there was no change in the method of placing surgeries and supervising departments to reach full potential, the ministry has not yet set a target for operating rooms in government hospitals.

50% of school principals do not meet the threshold requirements

The Corona Year proved beyond any doubt the importance of school principals in the education system.

However, in practice, the appointment and training procedures for this sensitive position are lacking.

"The actual appointments of those who do not meet the threshold requirements and without the publication of the vacancy have become half of the appointments of principals in the official education system," the State Comptroller states in a report on the methods of appointing and training school principals.

Another conclusion that emerges from the report is that school principals in Israel are principals only by degree, but their powers are largely limited. new is high, but the Ministry of education is not drawing conclusions from it.

'functioning and quality of the managers have a decisive influence on the conduct of the schools, the achievements of the students and the education system as a whole ", says the report of the state Comptroller.

The king's way of appointing school principals is through a tender procedure that allows for equal and competitive competition between candidates who meet the threshold requirements.

In unique circumstances, the report explains, a manager can be appointed on an actual appointment for one year without meeting the threshold conditions.

Most inmates are released without treatment and rehabilitation in prison and the community

Most of the prisoners are released without proper treatment and rehabilitation in prison and in the community, budgets allocated for unused rehabilitation and prison care departments are partially populated - according to the auditor's report published today (Monday) and examines the IPS and the Prisoner Rehabilitation Authority Prisoners Among other things, the Comptroller notes that approximately 57% of the treatment needs defined for incarcerated prisoners in the years 2017 to 2019 were not met by the IPS, and that only about 22% of the prisoners released in the last five years were required for rehabilitation or community supervision.

The auditor focuses, among other things, on prisoners imprisoned for a short period of up to a year, because one of the reasons for the lack of treatment and rehabilitation in prison is the minimum length of time required by the IPS. The report shows that 79% of prisoners did not participate in rehabilitation, and less than 2% Of them participated in a preparatory activity for the release of a prisoner during the execution of their sentence.

"These data indicate a real gap between the IPS 'perception and its activity in the field of preparing sentences for short sentences prior to their release," the comptroller wrote. This can also be seen among inmates for domestic violence offenses. According to the report, 37% of inmates were not treated. Included in the IPS rehabilitation frameworks in this area.
