Le Figaro

presents its “Observatory for the return to normal life”.

The goal: to quantify, using percentages, the distance still to be covered towards the end of the restrictive measures.

54 criteria were selected to establish six barometers: social life, economy, sports, education, tourism and culture.

Each new measure of relaxation applied grants points that advance the corresponding gauge.

Only half of the points are awarded when a health protocol remains.

These six barometers give an average: the main score.

After this second phase of ending restrictions, we estimate that we have come almost a quarter of the way back to “normal life”.

The first measure was applied on May 3: the end of travel restrictions at 10 kilometers.

Since then, the French can circulate again throughout the country.

This May 19, the terraces of bars and restaurants are making a big comeback, with a gauge of 50% of normal capacity and tables for up to six people.

Outdoor gatherings are now allowed for up to ten people, up from six previously.

Wedding ceremonies are again permitted but must follow a specific protocol.

On May 3, 4th and 3rd year college students resumed full class lessons, except in the most affected departments, where they are in half-groups.

The high school students have resumed the path of half-class lessons.

Since that date, PE lessons can also take place indoors, in gymnasiums.

Since this Wednesday, May 19, there is also something new at the university.

Classes can resume with a gauge of 50% of the enrollment ... when the academic year is not over.

After long weeks of closure, so-called “non-essential” businesses can finally reopen their doors.

Please note, they will have to respect a gauge of 8m² per customer.

Shopping centers, closed since the end of January, will also reopen.

Casinos are also reopening this Wednesday.

But with restrictions: only slot machines are affected and there is also a limit of 35% of visitors.

This May 19, also marks the return of museums, with a gauge and sanitary measures to be respected.

The cinemas will also find their audience.

They had been closed since the start of the pandemic.

However, they can only be filled to a maximum of 35% of their maximum capacity.

These criteria also apply to indoor concert halls.

Several new features to report this May 19.

First, for amateur athletes, the practice of contactless activities is once again authorized, outdoors and within the limit of ten people at most.

It is also the moment to return to the stadiums, within the limit of 35% of their capacity, with a ceiling of 1000 spectators.

Since May 19, it is the return of restaurant terraces in hotels outside but also inside (only) for customers who have a room.

There is also something new for the spas, which are reopening with 50% gauges.

Finally, zoos and theme parks reopen with gauges (but without attractions).

Methodology

Each measurement applied gives the right to a certain number of points predefined in advance.

They advance the thematic gauge and the global gauge.

Incomplete measurements, weighted by a gauge or restrictions, result in fewer points.

When a decision is taken at the local level in mainland France, and not at the national level, a penalty is applied: only half of the points are awarded.
