Following the enactment of the "Hong Kong National Security Law" on June 30 last year, the central government made another move on March 30 this year to revise the Hong Kong election system.
Nie Dequan, Director of the Civil Service Bureau, has held 4 lectures since April to explain the measures of the central government. Nearly 500 civil servants participated.
Nie Dequan said that after the electoral restructuring, the representation is broader and more sectors that should have been valued in the past but have been neglected can participate.
He said that with the implementation and improvement of the electoral system, the citizens’ demands on the government, on politically appointed officials, and even the civil servants will only increase unabated. The team must be psychologically prepared, grasp the pulse of the society, understand the fundamental problems, and put forward practical measures. Solutions to enhance the efficiency of government governance.
At the symposium, civil servants reflected three points to Nie Dequan, including that the hope to improve the effectiveness of the SAR government's civil servants involves the management of human resources, including recruitment, training, selection, and discipline. Nie Dequan promised to review these mechanisms.
In addition, civil servants hope to strengthen team communication and establish mutual trust, so that colleagues can grasp the changes in the overall environment and the overall pattern so that policies can keep pace with the times.
Civil servants also hope to have more training opportunities in the Mainland and better understand the country's development strategy.
Nie Dequan mentioned that for the Civil Service College to be listed this year, the North Point Government Office will first be used to strengthen training and move to the permanent venue of Kwun Tong in 2026.
He also pointed out that training opportunities will increase, and will be deeper, broader and more comprehensive, including exchange programs with many provinces and cities in the Mainland.
