Since 2018, the Community Care Fund has subsidized poor primary and secondary school students to purchase mobile computer devices and accessories. Last year, due to the epidemic, the application conditions were relaxed and applications from all public primary and secondary schools that promote e-learning were accepted.

According to sources, the response from schools has been overwhelming. 90% of public-sector primary and secondary schools in Hong Kong have participated. The Education Bureau will apply for additional funding of 286 million yuan from the Community Care Fund. The relevant proposals will be discussed tomorrow (20th).

It is understood that in the 2020/21 school year, about 870 schools have applied to participate in the program, accounting for about 90% of all public-sector primary and secondary schools in Hong Kong. It is estimated that the number of beneficiaries is about 142,000, and the amount of funding involved is about 568 million yuan. The actual number of beneficiaries remains to be seen. All schools submit reports to the Education Bureau for confirmation after completing the procurement procedures.

Under the new crown pneumonia epidemic, all primary and secondary schools in Hong Kong have switched to e-learning during the suspension of classes, but grassroots students lack sufficient resources.

The project will be completed at the end of August this year. The original total funding amount was 415 million, including 404 million funding and 11.54 million administrative expenses. However, due to the flexible arrangement last year, the number of participating schools and beneficiary students was higher. The expectation is high, so the revised total funding amount is 690 million yuan, and an additional application of 286 million yuan is required.

According to the news, the relevant proposals will be discussed by the Community Care Fund tomorrow, and if approved, they will be considered by the Poverty Alleviation Committee.
