Chief Executive Carrie Lam Cheng Yuet-ngor recommended in the 2019 Policy Address that the Housing Authority should explore the feasibility of redevelopment of its six industrial buildings into public housing.

The Housing Authority has completed relevant studies and plans to demolish 4 industrial buildings under its control for public housing development, including the Kowloon Bay Yip On Factory Building, Fo Tan Sui Fai Factory Building, Cheung Sha Wan Wang Cheong Factory Building, and Kwai Chung Kwai On Factory Building. The first three sites are expected to provide about 4,200 units in 2031; Kwai Chung Kwai On Factory Building can provide about 600 units, but the timetable has not yet been finalized.

Affected tenants or provisional permit holders will be notified for 18 months and can receive ex-gratia allowances, including rent or provisional permit fees equivalent to 15 months.

The Kwai On Factory Building is one of the six factory buildings under the management of the Housing Authority. The Housing Authority plans to rebuild for housing development.

Kwai On Factory Building site affected by legal review

The Housing Authority has 6 factory buildings, namely the Yeon Factory Building in Kowloon Bay, the Sui Fai Factory Building in Fo Tan, the Wang Cheong Factory Building in Cheung Sha Wan, the Kwai On Factory Building and the Promotion Factory Building in Kwai Chung, and Tuen Mun Kaitai Factory Building.

After research, the Housing Authority found that 4 of the sites are technically suitable for housing development.



According to the Housing Authority, the site for the factory buildings in Ye'an, Suihui and Wangchang, after preliminary assessment, can provide about 4,200 units in 2031.

The site for the Kwai On Factory Building is expected to provide about 600 units. However, due to the judicial review of the draft Kwai Chung outline zoning plan, further revision of the outline plan has been postponed until the completion of the case. Therefore, the project development and completion time has not yet been finalized.

As of the end of March, the four buildings mentioned above involved a total of 903 leases and 1,185 provisional permits, as well as a shop lease.

The Housing Authority will individually notify the affected tenants of the details of the clearance arrangements.

The promoted factory building in Kwai Chung is one of the six factory buildings managed by the Housing Authority. It is reported that it cannot be used for housing development due to noise and other problems.

Two buildings have serious noise problems and cannot be rebuilt

The remaining two sites, namely, Kaitai and Jinsheng Factory Building, have serious noise, air quality, and odor problems. The Housing Authority stated that these restrictions cannot be effectively addressed through design or other mitigation measures. Therefore, housing development is not required. Not feasible.

Before the local environment has improved significantly, the two sites will not be used for housing development at this stage.

The Commercial Buildings Subcommittee under the Housing Authority held a meeting today and the members approved the clearance plan for the affected tenants.

Affected tenants or provisional permit holders will be notified to move out of the unit for 18 months, and 70% ex-gratia allowance will be given in advance. The balance will be paid after the unit is vacated, the amount equal to 15 months rent or provisional permit fee .
