Liu Guangyuan, the newly appointed Special Commissioner of the Ministry of Foreign Affairs in Hong Kong, arrived in Hong Kong today (25th) to replace Xie Feng, who had left earlier and returned to Beijing as the Deputy Foreign Minister.
Liu Guangyuan has been stationed in many countries. Before serving as a special commissioner, he served as China's ambassador to Poland to promote the construction of the "Belt and Road" in Central and Eastern Europe.
Liu Guangyuan joined the Ministry of Foreign Affairs in 1986 and has served as China's ambassador to Poland since 2018. He has also served as ambassador to Kenya and director of the Foreign Security Affairs Department of the Ministry of Foreign Affairs in the past.
He has not spoken much on Hong Kong affairs in the past, but since March this year, he has written long articles and accepted interviews on the central government’s revision of Hong Kong’s electoral system, and refuted Western countries’ remarks on the Xinjiang issue.
In his article, he mentioned that perfecting the electoral system of the Hong Kong Special Administrative Region is "it’s not too late to make up for the lost sheep" and "the way of all benefits will keep pace with the times." Anti-China chaos in Hong Kong "incites division, creates riots, advocates "Hong Kong independence", seriously endangers national security, and tramples on the bottom line of "one country, two systems"."
