The recent restrictions decreed due to the pandemic will

seriously harm

many people and companies that were already in trouble due to the economic crisis and inflation.

For this reason, in parallel to the closures, the Government detailed the changes it introduced in the

Repro 2

program

to assist companies to pay salaries. 

The benefit consists of allocating an

individual and fixed sum of money

that will be paid to the workers on account of the payment of the salaries in charge of the employers adhered to the Program.

It is a

free procedure

that does not require intermediaries or managers.

What does it consist of?

How to carry out the procedure and who is authorized to do it?

In the first place, the Government incorporated into Repro 2 

new sectors

to the so-called "critical activities", which will allow state aid for the payment of wages to reach up to

1.4 million workers

in businesses of

essential and non-essential items and centers of shopping

in the metropolitan area.

What is the amount of money that the sectors most affected by the restrictions will receive?

The maximum benefit amount increased from $ 18,000 to

per employment relationship for employers in critical sectors and health.

This amount varies according to the sector in which the company develops its activities:

Non-critical affected: up to $ 9,000;

Who is this financial aid aimed at?

It is intended for employers (

companies, self-employed and monotributistas

) that are located within the

sectors most economically affected

by the

Covid-19

pandemic

.

In addition,

independent workers

(monotributistas and self-employed) will be able to register for Repro II and obtain a benefit of $ 22,000 per worker or independent worker.

This will be valid for those who do not have employees in a dependency relationship or for those who have

up to 5 employees

and are part of the following sectors:

  • Gastronomy


  • tourism


  • Transport


  • Cultural industries


  • Sports and leisure activities


  • Trade in non-essential items and essential branches but which in recent months have been affected by the drop in circulation, such as

    Hairdressers and Beauty Centers

    .

Bakeries may also receive financial assistance.

What are the new sectors that will be able to receive financial aid?

The list of activities considered "critical" was expanded and incorporated into the following sectors:

  • Trade in non-essential items (

    clothing, textiles, leather, footwear, electronics, electrical appliances, furniture and vehicles

    , among others)


  • Trade in essential branches but which in recent months have been affected by the drop in circulation (for example,

    kiosks, bakeries, ice cream parlors and service stations

    )


  • Shopping centers located in the AMBA.

As reported by the Ministry of Labor, the potential universe of Repro 2 beneficiaries under the "critical" modality is 880 thousand workers in a dependency relationship, and with this expansion it will exceed

1.4 million

.


What do I need to access the benefit?

1.

Have electronic tax address.

2.

Payroll of dependent personnel, including total remuneration and Uniform Bank Code of the worker.

3.

Complete, via web form, a set of economic, patrimonial and financial indicators.

4.

Accounting Certification of the veracity of the information included in the web form, certified by the

Council of Economic Sciences

(employers of 800 or more workers).

5.

Last balance of the fiscal year due.

It must be certified by the

College of Professionals of Economic Sciences

.

The certification may be holographic or digital.

The presentation of the balance sheet of the last closed fiscal year

will not be required

for civil associations and any other employer that is not subject to the presentation of the same: monotributistas and self-employed, de facto companies, SAS, trusts.

Nor for those employers who started their economic activity as of December 1, 2019.

6.

Affidavit by which the owner of the requesting company states that he or she is a taxpayer of the obligation to pay the extraordinary contribution provided for in article 1 of Law 27,605 and has complied with said obligation.

7.

Health sector

company

: payroll with the list of excluded workers whose work activities include, exclusively, the administration and marketing and all other provision of services dedicated to health coverage insurance, under the prepaid medicine or social work regime (Resolution No. 19/2021).

How can I access if I am an independent worker?

  • Have

    at least two contributions

    in the last six months in the monotax and / or autonomous regime.

  • Present a reduction in billing

    greater than 20%

    in real terms, between May 2019 and from May 1 to 24, 2021.

  • If you are an employer, you must register a current liquidity level lower than a value established by the Repro II Evaluation and Monitoring Committee.

How to register to receive the subsidy?

1.

The process begins in

AFIP

.

Enter the "REPRO 2 web service" with a tax code.

2.

The employer or legal representative will confirm the data of the interannual billing and will be able to download the payroll with the workers who may benefit.

You will then be redirected to the website of the Ministry of Labor, Employment and Social Security (MTEySS).

3.

On the MTEySS website you will be asked for a series of data that the employer will have to complete.

If applicable, it will also attach the last required balance certified by the College of Professionals of Economic Sciences (obliged subjects), as well as the DDJJ also certified (for employers of 800 or more workers).

4.

Once the data has been completed, a registration receipt will be generated with the processing number.

Said proof will be sent by electronic window (AFIP).

5.

In the event that it is requested to correct some of the data presented, this will be notified by electronic window in a generic PDF that will contain all the possible reasons for rejection listed with a code and the means by which the documentation will have to be resent.

The reference of the notification shall specify the code (s) to be corrected in each particular case.

6.

The MTEySS will notify employers of the news regarding their incorporation into the Program through the electronic window on the AFIP website.

7.

If the application is rejected, the employer will be informed of the reason for the rejection.

When can I sign up?

Registration begins this

Wednesday, May 26

and will last until Tuesday, June 1, inclusive.
