As for the cross-sea section of the East Rail, Jin Zepei said that because the replacement of new cars and signal systems is a key process, the replacement was delayed for 5 months before, admitting that the situation is serious.

He said that any engineering project management theory and expert will point out that once the implementation of key procedures is delayed, the entire project will be delayed.

However, he did not directly point out that the cross-harbour section will be postponed to traffic, only stressing that the opening to traffic on schedule is "so severe."
