The text is based on the work of the senatorial commission of inquiry on pollution and soil rehabilitation, of which they were respectively rapporteur and chairman.

The bill revolves around three axes: devoting a "
right to soil protection

better prevention and management of soil pollution and the associated health and ecological risks
", and finally registering industrial and mining wastelands "
in a sustainable development approach
”.
The text proposes in particular to devote a “
real right to public information on pollution
” of sites and soils and on “
their effects on health and the environment
”.
The text receives the support of 150 senators
It also advocates reinforced measures for mining sites, as well as for establishments welcoming children.
The text has already received the support of some 150 senators representing all political groups in the upper house, welcomed Ms. Jourda.
Its various proposals will be declined in the form of amendments to be studied during the passage before the Senate next month of the “
climate and resilience
”
bill
, which the executive wants to make the reference text for the five-year environment.
The provisions that would not be retained in this context should be included in the agenda of the Senate at a later date, as part of one of the days reserved for texts from various groups, said Senator de l'Aude.
