The teenager died in August 2020 in the village of Montblanc, between Béziers and Pézenas, of a cardiac arrest.
The fire doctor found that the victim weighed only 28 kilos for 1.45 meters.
She had lost teeth and had her hair pulled out, according to medical findings.
Two other people indicted
Her mother is being prosecuted for deprivation of care and food followed by the death of a minor under 15 years old by ascendant and the offense of violence on two other of her daughters, one year and seven years old, according to the same source.
Two other people were indicted in this case: the victim's stepfather - indicted on the same grounds as the mother and remanded in custody - and the older sister of the deceased teenager, who has she been placed under judicial supervision and indicted for failure to denounce the facts.
The three suspects were arrested in Mèze - a town located between Montpellier and Sète - by the soldiers of the Pézenas gendarmerie company on Tuesday.
At the beginning of the afternoon, the Béziers prosecutor's office had not responded to AFP's requests on this case.
