At present, the three industrial villages in Hong Kong are all managed by the Science and Technology Park Corporation. The violation of regulations by the tenants has recently aroused concern.

The Science and Technology Park stated that in order to make better use of land resources to cope with the reindustrialization of Hong Kong, eight development requirements were put forward for tenants in industrial villages, including the introduction of advanced processes and the integration of scientific research, etc., and to evaluate new tenants and launch the transformation of existing tenants.

Asked how to follow up on Next Media’s alleged breach of contract for renting part of the land to its consulting company, the Science and Technology Park said that it would not comment on individual incidents, but said that when handling similar incidents, it would always follow the contract, including court summons, to take further action.

Huang Keqiang, Chief Executive Officer of the Science and Technology Park Company, stated that in order to accelerate the upgrading and transformation of the tenants in the three industrial villages using technology, after two years of consultation, eight reindustrial development directions for the industrial villages were proposed, including the development of sustainable business, investment in local industries, and increased employment. Opportunities, joining advanced processes, integrating innovation and technology, etc.

New tenants will be scored according to eight principles

He revealed that the Science and Technology Park will use this to score new tenants to determine whether to lease the land to the other party. If existing tenants want to transform, they must perform the contract and promote the relevant transformation based on these eight principles.

He pointed out that the assessment will not be one-size-fits-all. For example, the food industry may not be a high-tech industry. As long as it uses advanced production methods, it can also meet the criteria for reindustrialization.

Suneve.com, a data center operator under the Sun Hung Kai Group, was dissatisfied with the technology park's low-cost approval of the Tseung Kwan O Industrial Estate site to another operator, saying that the technology park was poorly managed and had tenants subletting illegally in the past.

Huang Keqiang reiterated that land is a valuable resource in Hong Kong. As the manager, the Science and Technology Park Corporation has been conducting regular inspections and monitoring to ensure the best use of the land. Tenants are never allowed to sublet.

Deal with any violations according to the contract

Another recent disturbance in the Industrial Village is that Next Media was previously accused of concealing the Science and Technology Park and renting part of the land in Tseung Kwan O Industrial Village to its consulting company in violation of the contract.

Yao Qingliang, senior director of reindustrialization of the Science and Technology Park Corporation, said that it is not convenient to comment on individual incidents; however, he pointed out that all violations will be dealt with in accordance with the terms of the contract in a "rule and proper manner", and individual serious violations will even be handed over to the court for subpoenas.

As for whether the media industry is in line with the new development direction of the industrial estate, Huang Keqiang pointed out that the companies that have signed the contract will implement the existing contract, and if new land is approved in the future, it will need to be evaluated in accordance with the eight major criteria.

Huang Keqiang also pointed out that because the Tseung Kwan O Industrial Estate can be connected to submarine optical cables to transmit data and has two power stations to ensure power supply, it will develop the data industry. It is currently inviting tenders for new land and additional optical cable infrastructure.
