The first phase of the Tuen Ma Line was opened to traffic on February 14 last year. Earlier news indicated that the Tuen Ma Line could be fully opened at the end of next month at the earliest.

The Secretary for Transport and Housing, Chen Fan, announced today (28th) that the Tuen Ma Line will be fully open to traffic on June 27. Two new stations, Songhuangtai Station and To Kwawan Station will also be opened on the same day.

To celebrate the opening of the whole line, MTR stated that it will open two new stations on June 12 and 13 for public visits.

Since the opening of the whole line, passengers will enter and exit the gates at Songhuangtai Station, To Kwawan Station, Kai Tak Station and Hin Keng Station. Adult Octopus fares will also be discounted by 1 yuan, and other Octopus will be reduced by 5 cents. This is the end of the year.

According to the information, the commission agreement signed by the Hong Kong government and the MTR, the entire section of the Tunma line was originally scheduled to be opened to traffic in December 2018, and subsequent works were delayed due to the discovery of Song Dynasty monuments at the Songhuangtai station site, and the construction scandals at several stations.

The full opening of the Tunma line to traffic on the 27th of next month means that related projects have been delayed for nearly two and a half years.

Chen Fan described the engineering scandal as a "mark" on the management of the entire railway project.

Among them, Songhuangtai Station has a place to display the cultural relics found on the construction site and the ancient wells of the Song Dynasty will be reset. And Kowloon City Market.

As for To Kwa Wan Station, there is a work of art called "Home", which consists of items and stories provided by neighborhoods in the area.

As for the Hung Hom Station, it will be a transfer station for the East Rail Line and the Tuen Ma Line in the future. East Rail passengers will have to transfer at the new platform of the Tuen Ma Line.

One week before the opening of the whole line, the new platform will be put into operation first, and West Rail will use the new platform of Hung Hom Station on June 20.

Chen Fan said that with the full opening of the Tuen Ma Line, the MTR will provide fare concessions and interchange discounts with other public transport operators.

He also said that after many months of rigorous testing of the new line, the Electrical and Mechanical Services Department officially notified the MTR to have met the relevant requirements this morning. During the process, the MTR cooperated with the Hong Kong government to ensure smoothness.

Chen Fan also said that after the Shazhong line is opened to traffic, it will form a circular railway with the future northern ring line, which will be more convenient for the citizens by then.

As for some sections of the new station opening to traffic, there may be a problem of "short, expensive, long flat" fares. He believes that when the fare adjustment mechanism is used in the future, it can be dealt with gradually. He also emphasized that the problem stems from the legacy of history. The fare mechanism of the line is different.

Regarding this project, which was funded by the Hong Kong government under the "operating rights model" and entrusted the MTR to manage and construct, as a result, a series of scandals occurred in the project.

He said that the new railway lines currently being planned are all handled under the ownership model because they are related to existing railways.

Chen Fan continued to point out that if there are new railway projects in the future, they will be independent of the existing railways, and open tenders will not be ruled out to introduce competition.

He also said that the government has a clear attitude towards holding MTR to accountability. If there are any expenditures in the project that are not within the scope of the Hong Kong government, the Hong Kong government will not pay; if the MTR has imperfect management projects that increase costs, the Hong Kong government will also negotiate with the MTR deal with.

MTR: fares will be competitive

MTR Chief Executive Officer Jin Zepei said that after the full opening of the Tuen Ma Line, it will become the longest route in the MTR network. MTR will make full preparations in the next few weeks.

The MTR will hold a press conference in the afternoon to introduce the operation and ticketing arrangements of the entire line.

He pointed out that there will be a bus every 3 minutes during peak hours, and there will be "short-distance trains" to pick up passengers on busy roads during peak hours.

As for fares, Kanazawa said that the MTR hopes to be competitive, and that in addition to considering the market level when booking fares, it will also consider network effects.

He emphasized that the MTR has not given up on the East Rail cross-sea section project, and will try its best to keep up with the progress. "It will take more than a few days to catch up."

Chen Fan has also been asked many times about the progress of the East Rail's cross-sea section. He admitted that "the delay was seen today", but did not announce that the delay was due to attitude and commitment. The government understands that the people are eager to open to traffic, and emphasized that it is not. Will give up the goal, will still catch up with the progress, "how much is more than how much you rush".

The Tunma line is a part of the Shazhong line project. The latest construction cost of the entire Shazhong line project is 91.5 billion yuan, of which the main part of the project exceeded the original planned budget by 10.8 billion yuan.

Looking at the information, the commission agreement signed by the Hong Kong government and the MTR, the entire section of the Tunma line was originally scheduled to be opened to traffic in December 2018, but during the construction period, it was first discovered that there were Song Dynasty monuments on the Songhuangtai station site, which caused the construction to lag at least 11 months and the cost was increased by at least 41 100 million yuan; By mid-2018, the Hung Hom Station project was revealed to be suspected of cutting steel bars. To Kwa Wan Station was revealed that the contractor had removed the station wall steel bars privately, and some stations had a large number of engineering records missing.

The government set up an independent investigation committee to thoroughly investigate the incident at Hung Hom Station. As a result, on February 14 last year, the Tuen Ma Line could only be opened to Kai Tak Station in sections.
