The Legislative Council passed the "Improvement of the Electoral System (Comprehensive Amendment) Bill 2021" in the third reading a few days ago. Whether the democrats will participate in the next Legislative Council election has attracted much attention from the political circles.
Fan Xu Litai, a former member of the Standing Committee of the National People's Congress and former chairman of the Legislative Council, said in an exclusive interview with Sing Tao Daily that she is not worried that there will be no democratic parties in the election.
She believes that even if someone has publicly opposed the "Minato National Security Law", it does not mean that they cannot be "entered". She also believes that the "opposition" is not the same as the "speculationist."
Speaking of the conditions for the next chief executive, Fan Xu Litai believes that the person must have a very strong will and focus on solving the deep-seated problems that have plagued Hong Kong for many years, including politics, land, housing, and the disparity between the rich and the poor.

Regarding the eligibility of the democrats, Fan Xu Litai said that she believes that not all democrats in Hong Kong have done things that violate the red line. "Most of them should be fine." She is not worried that no democrats are willing to run for the Legislative Council.
As for publicly criticizing the "Minato National Security Law" and the election system, will it affect the eligibility for entry?
Fan Xu Litai emphasized that it depends on the method of expression. He believes that the "opposition" and the "speculation faction" are two kinds of people. "There may be people who join the speculation faction very closely, but they have never done anything or talk about it. After that, are you surprised?"
Fan Xu Litai predicts that there will be at least a dozen democratic members in the next Legislative Council. In addition to direct elections, they are also expected to be elected in functional constituencies. For example, the social welfare sector is a pan-democrat. A professional sector entrenched for many years.
However, she said that she has never heard of an intermediary contacting the Democratic Party to hope that the party can run for the election.

Regarding former Chief Executive Leung Chun-ying’s recent confrontations with Chief Executive Carrie Lam Cheng Yuet Ng, Fan Xu Litai said that she would not comment on whether Leung Chun-ying is suitable for "returning to Korea," but she believes that those who are interested in becoming chief executive must be smart, and she is incapable of making any comments.
Fan Xu Litai also said that she was not invited to join the newly established qualification review committee and did not comment on whether she would consider joining.
