- One of the most urgent unanswered questions is that of the income ceiling. In the example of the municipality of Schwabsoien, on which Hohenfurch is oriented, an upper limit for annual income (without deductions) of 60,000 euros is set. An applicant who exceeds this limit automatically drops out of the applicant field.

Problem: According to the given regulations, this is too high. “We are legally prescribed that the upper limit must not exceed the average annual income in our community,” explained Mayor Guntram Vogelsgesang. But here the next problem arises: The most recent number that the mayor got out after several emails and phone calls with the Office of Statistics is from 2016. This is due to the long deadlines for tax assessment.

“Five years ago, our average annual income was around 40,000 euros,” says Vogelsgesang.

It was clear to everyone that this value does not correspond to the current situation.

So Vogelsgesang set about designing various extrapolation models.

According to this, the current annual income of the Hohenfurchers is around 50,000 euros.

Still well below the Schwabsoien approach.

“There is also a prescribed absolute upper limit of currently 52,800 euros.

That corresponds to the value of the average annual income in the Federal Republic of 2019 ”, said the mayor.

"Far too little," said some local councilors.

“I think we should have the courage to leave gaps and raise the value.

In my opinion, to 65,000 euros, ”suggested Martin Knopp.

Sieglinde Schuster could not follow this at all: "If we should take a value that is not legally secured, I would like to be mentioned by name in the minutes that I said 'no' to it."

What is undisputed, however, is the upper limit for married couples or civil partnerships: This will always be double, regardless of how high the income limit is set for applicants.

And the allowances for children are inviolable.

Ultimately, the councils agreed to have the numbers checked by a law firm to be on the safe side.

Another topic that needs to be discussed is the allocation of points specified in the guidelines.

Should locals, families with children, volunteers or financially disadvantaged people be given preference (there are also points for falling below the upper limit of the annual income)?

“Ultimately, it is each individual's personal decision as to which groups he or she prefers.

With the awarding of points, you will always give someone an opportunity in individual cases, or take it, ”said Vogelsgesang.

And local councilor Alexander Grimm added: “We can now all do a lot of calculation examples, wherever we end up with what we want ourselves.

But that doesn't help.

We should fundamentally clarify which people we want in Hohenfurch. "

His suggestion of a meeting before the next meeting was gratefully accepted.

And so the Hohenfurcher municipal councils will go to a retreat on June 8th, so that they may be able to approve the guidelines at the next meeting.
