The new "hygiene concept for accommodation" makes youth work difficult or even impossible in many cases.

This is also the case in the Hochland youth settlement.

Königsdorf

- In an interview with our newspaper a few days ago, Roland Herzog was confident. He believes that, together with his management colleague Robert Wenzelewski and the employees, he can lead the Hochland youth settlement largely unscathed from the corona crisis. At that time, however, he did not yet know what the state government's accommodation concept would look like, which came into force on May 21 with the relaxation of tourism and gastronomy.

The updated regulation specifies an occupancy of a maximum of one household per residential unit - i.e. tent or room - for overnight stays. “Under these conditions, youth work events with overnight stays in the summer have become difficult or even impossible,” says Herzog. He, Wenzelewksi and the first chairman Klaus Schultz therefore turn to the members of the state parliament of the constituency, Florian Streibl (FW), Hans Urban (Greens) and Martin Bachhuber (CSU), to the local member of the Bundestag Alexander Radwan ( CSU) and Andreas Wagner (left) as well as to the press. "We ask you," write the leaders, "to exhaust all possibilities to update the framework concept as quickly as possible". Youth work must have planning security for the summer by July at the latest,Holiday measures with two to four children per tent or room should then be possible.

Members of the Bundestag and Landtag have already been informed

With the “Hygiene Concept for Accommodation”, the government gave youth work, especially youth houses and in particular campsites, “an absolutely gloomy perspective with no clear end,” said Herzog. The regulation stipulates that only one household may be accommodated in a residential unit. This means a single / sibling room occupancy in a youth hostel or tent. “For us, that means, in children's and youth group camps, children would have to be accommodated in individual tents. This is neither pedagogically sensible nor logistically feasible and certainly not financially possible, ”emphasizes Wenzelewski. The youth work is thus reduced to a day care offer during the holidays - although especially in youth work with voluntary care staff under safe conditions, children and young people can experience themselves safely, write the leadership standem and the chairman of the Hochland youth settlement.

Herzog, Wenzelwski and Schultz are therefore asking politicians to update the accommodation concept in June. Youth work needs “a clear perspective” in order to be able to plan tent camps with the corresponding requirements from July and to be able to carry them out safely in summer. It is precisely these measures that children need in exchange with others “and no further knowledge transfer”. Youth work can do this. "Now in summer must be the time for social and personal skills, so camps and free movement in nature with people of the same age should be possible." Accommodation in the open air with overnight stays in tents or in youth centers is just as safe as school or non-contact sports from under 14 year olds outdoors. To do this, the accommodation must be based on the contact restrictions that also apply during the day.

The youth settlement needs a clear perspective

Another point is the continuous testing. They "should lead to relief," it says in the paper. “In the framework concept, testing is an additional correct measure, but it has no effect on the type of accommodation. Through continuous test monitoring, shared rooms with up to five or more people would have to be made possible according to the contact restrictions for the respective incidence. ”And finally, class trips as an“ important extra-curricular activity ”should be allowed again from the coming school year. The Ministry of Culture must highlight multi-day school trips, which can be planned and carried out very responsibly in view of the pandemic, as an opportunity to develop social and personal skills outside of school,"Which could not be funded by the students for more than a year".

In their catalog, Herzog, Wenzelewski and Schultz also refer to an appeal by the Association of Protestant Youth (aej) to politics.

This calls for uniform and binding regulations for youth work in all federal states.

In addition, the aej calls for the actors and experts involved to be involved in the development of the framework conditions for the summer holidays, as well as free quick tests.
