Rodríguez Larreta's announcement: one by one, how the restrictions continue in the City as of Monday

The strict closure of the City has only a couple of days left.

Although the coronavirus pandemic does not give truce, on Monday

the situation will go back to how it was until Friday, May 21, with some exceptions

.

One of them has to do with schools: presence will be resumed at the initial and primary levels, but it was confirmed that from the 3rd year of secondary school onwards there will only be virtual classes.

The other with professional activities and offices, which should continue to be developed remotely.

These measures are part of the announcements made this Friday by the head of the Buenos Aires Government, Horacio Rodríguez Larreta, who explained

how the restrictions will continue in the City as of Monday

.

The bars and restaurants will reopen to the public, although they will only be able to serve in outdoor spaces.

Hairdressers can also go back to work.

And construction is enabled again.

Rodríguez Larreta also announced

some tax relief projects for the most affected sectors

, such as gyms, theaters, cinemas, dance venues, dance schools and cultural centers.

On the other hand, he assured that 

the controls will continue

in the transfer centers, in the subway stations and in the accesses to the City.


The Decree of Necessity and Urgency of the national Government 334/21 established restrictions for the AMBA until Sunday, May 30, inclusive, and for the weekend of June 5 and 6.

But this Monday it will return to the scheme that governed until May 21.

This means, among other things, that

general circulation will be restricted from 8 pm to 6 pm, and not from 6 pm as it is now

.

Only essential workers may circulate in that time slot.

According to Rodríguez Larreta, the measures that were implemented since May 22 helped reduce mobility.

And the daily average of Covid-19 cases registered in the last 7 days fell from 2,600 to about 2,400.

"Although it was only 7 days after the last measures we took and its impact is seen between 12 and 14 days, the data shows that, after an increase in cases during the past week, the trend changed. This week

that increase was it stopped and the curve was lowered and even a slight decrease was seen

", affirmed the Head of Government.

He also warned: "If we can reduce the number of cases, we will be able to maintain these openings. If the situation worsens, we will have to take more restrictive measures again."

Commerce and gastronomy

The tables may be occupied by up to 4 people or by the same family group until 7:00 p.m. After that time, the gastronomic establishments will be able to continue working with delivery or withdrawal at the premises.

The rest of the shops must close at 19, so their hours are extended by one hour.

In the case of the latter, companies with works of more than 1,500 m2 will have to guarantee private transport for their workers.

Relief measures for economic and cultural activity

new economic relief measures will

be implemented

for businesses

affected by the restrictions.

Among those that have already been implemented is the exemption from the payment of Gross Income for May, June and July for

gastronomic locals

.

They had the same benefit between September 2020 and February of this year.

On the other hand, there was also a six-month exemption from the ABL payment for the hotel sector.

This week, as announced by the Head of Government, a bill to

exempt from the Real Estate Tax / ABL

during June, July and August to the properties where cultural activities are carried out

, entered the Legislature

This includes 

theaters, cinemas, dance venues, dance schools, and cultural centers

.

A project was also presented to exempt from the payment of the Real Estate Tax / ABL during the same months to the establishments destined to the

service of rental and exploitation of real estate for parties, conventions

and other similar events.

A third project encourages the exemption of the payment of Real Estate Tax / ABL and Gross Income to

gyms

during the months of June and July.

Meanwhile, according to Rodríguez Larreta, Banco Ciudad will launch

a new line of credits for micro, small and medium-sized companies in the gastronomic sector.

Restaurants, bars, ice cream parlors, and food and beverage outlets, among others, may request loans at a preferential fixed rate destined for working capital.

The rate will be subsidized by the Buenos Aires government and Banco Ciudad.

Education

The

kindergartens and the initial, primary and special levels will once again have face-

to-

face classes

starting this Monday.

"They are the boys who most need socialization among peers and face-to-face contact with teachers," they say in the Buenos Aires government.

In

high school

, the criteria will be different.

First and second year

students will

resume bimodality

: with half of the face-to-face classes and the other half virtually.

"They need the presence to be able to adapt better at the beginning of secondary school and to avoid repetition," they argue in the Executive.

But the rest of the high school students, that is to say,

those from 3rd to 5th and 6th year, are only going to attend virtually

.

The same scheme will be used for adult schools, tertiary schools and Vocational Training Centers.

"The oldest are those who have more autonomy to learn and communicate in a virtual environment, provided it is for a short time, and also, they are the ones who use public transport the most," they explain in the Government.

The numbers of the health situation

Before announcing the measures, Rodríguez Larreta summarized the health situation in numbers, although he clarified that it is still early to know how the restrictions affected.

These are the data he provided:

- The daily average number of cases for the last 7 days dropped from 2,600 to 2,400.

- The R, which is the contagion rate, is below 1 again: it went from 1.07 to 0.97.

- The occupation of intensive care beds in the public system is 77%.

- Nearly 4 million tests were carried out.

- More than a million vaccines were applied.

And the average vaccination of the last 10 days is 10,000 people per day.
