The Tuen Ma Line, which broke out with many engineering problems and has been delayed for two and a half years, will be opened to traffic on June 27 and will be operated by the MTR.

The latest document submitted by the Transport and Housing Bureau to the Legislative Council Subcommittee on Railway Matters disclosed that because the revenue from the opening of the entire Tuen Ma line is insufficient to cover operating expenses, the KCRC, which is wholly-owned by the government, initially has to pay MTR 49 million in subsidies.

After the opening of traffic, the MTR expects that the Tuen Ma Line will be able to relieve 18% of the peak passenger flow of the East Rail Line during the morning peak hours. However, during non-peak hours, the public will have to wait up to 7 minutes for the train to arrive.

The government grants the "service operation right" to the MTR for the Tuen Ma Line. The Legislative Council document shows that as the revenue of the Tuen Ma Line is not enough to cover the operating expenses at the beginning of the full opening of the Tuen Ma Line, the KCRC has to pay the MTR within two years. 49 million yuan, that is, the government has to pay to subsidize MTR operations.

When the first phase of the Tuen Ma Line was opened to traffic last year, the agreement at the time stipulated that the KCRC had to pay MTR 465 million. The government estimated that after the full opening of the Tuen Ma Line, the MTR’s operating expenses would eventually be used by the KCRC. Recover the money.

The document also further introduces the operating arrangements of the Tuen Ma Line. The Tuen Ma Line will have a frequency of about 3 minutes during peak hours, but it will take between 5.5 minutes and 7 minutes during non-peak hours.

The MTR estimates that after the full opening of the Tuen Ma Line, the peak passenger flow of the East Rail Line during the morning peak hours can be reduced by about 18%.

With a total of 27 stations on the entire Tuen Ma Line, it is the longest railway in Hong Kong, and the journey time is about 73 minutes.

The MTR will be the first to use the new platform of the Tuen Ma Line at Hung Hom Station a week before it opens to traffic, and the new platform of the West Rail Line will use the new platform to pick up and drop off passengers.

From that day, Hung Hom Station will have new interchange arrangements and transfer channels for East Rail Line and West Rail Line. The existing East Rail Line platforms will be connected by temporary crossings across platforms. Passengers on East Rail Lines can use elevators or The escalator goes to the existing station concourse and then goes to the platform of the new Tuen-Ma Line.

Passengers in the CHT and Tsim Sha Tsui East areas can also use the new mid-level lobby to walk to the station lobby to the new platform.

Whether the East Rail cross-sea section can be opened to traffic on schedule depends on the effectiveness of the progress recovery measures

As for the progress of the remaining Shazhong line, especially when the cross-sea section of the East Rail Line will be opened to traffic, the public is concerned about it.

In another document submitted to the Legislative Council, the authorities pointed out that the cross-harbour tunnel section is generally completed and the MTR is conducting signal system tests. After that, it will still undergo a number of tests and trial operations before it can be opened to traffic.

The document also pointed out that whether the cross-harbour section can be opened to traffic in the first quarter of 2022 depends on the effectiveness of the progress recovery measures.

"Hong Kong 01" revealed last year that the new signal system of the East Rail Line had a "wrong way" problem, which delayed the replacement of the MTR system by about 4 months.

The Highways Department stated that it has urged the MTR to expedite the postponement of the replacement of the new signal system, assess the impact on the opening date of the cross-harbour section, and study and implement feasible progress recovery measures.

As of March 31, the overall progress of the Shazhong line project was 97%, and the progress of the sea-crossing section was 92.7%.
