The Home Affairs Department announced today (29th) that Xu Zhifeng has not attended district board meetings for four consecutive months and will be disqualified from serving as a member of the council from today. His seats will also be vacant from today.

The Home Affairs Department stated that Xu Zhifeng has been absent from all meetings of the Central and Western District Council from January 28, 2021, and has not obtained the relevant consent of the Central and Western District Council before the expiration of the disqualification period. According to the District Councils Ordinance (Chapter 547) ) ("Ordinance") Article 24(5), if any elected member fails to attend a meeting of the relevant district board for four consecutive months and fails to obtain the consent of the district board before the expiry of the deadline, the member shall lose Qualifications to serve as members of Parliament for the rest of the term.

Therefore, Hsu Chi-Feng is now disqualified from serving as a Member of Parliament, and his seat will be vacant from today.

The Director of Home Affairs will publish a notice in the Gazette on the vacancy of the relevant seats in accordance with the provisions of Article 32(1) of the Ordinance.

Xu Zhifeng announced on Facebook on December 3 last year that he was "in exile" from Hong Kong and withdrew from the Democratic Party.

The Home Affairs Bureau subsequently issued a statement stating that the payment of Hui Zhifeng’s remuneration, allowances and expenditure reimbursements on or after December 3 will be suspended to ensure that the relevant arrangements comply with the "Regarding the Arrangements for Remuneration, Allowances and Expenses Reimbursements for Members of the Hong Kong Special Administrative Region Council" Guidelines, and the proper use of public funds.
