Zhang Guan also said: "In Hong Kong, judges perform judicial work strictly in accordance with the law, upholding the spirit of fearlessness, impartiality, selflessness, and deception. The courts exercise judicial power independently without any interference." He specifically mentioned, purely based on Disagree with the court’s decision and repeatedly raise unnecessary questions about the independence of the judiciary. Zhang Guan believes that Senior Counsel has the responsibility to speak up for the judiciary at the right time, not only to defend the independence of the judiciary, but also to safeguard the reputation of the judiciary as an independent judiciary in Hong Kong and internationally.
