No nonsense prosecutor
Among them, when the Secretary of Justice Zheng Ruohua introduced Senior Counsel Zhou Jiajun, because Zhou specializes in criminal law, he also had more contact with colleagues in the Department of Justice. Zhou obtained his Bachelor of Laws from the Bristol Institute of Technology. He was qualified as a barrister in England and Wales (Inner Temple Lawyers College) and Hong Kong in 1995. He specializes in handling criminal cases.
Senior counsel, Lin Yingqian, has worked in the Department of Justice for more than 20 years and has extensive prosecution experience. However, she changed from a lawyer to a barrister last year and became a "senior" one year later.

The only female will be promoted in one year
Senior Counsel Lin Yingqian is the only woman appointed this year and the only one from the Department of Justice.
Lin obtained a Bachelor of Laws from the University of Hong Kong and qualified as a barrister in 2020. He is currently the Deputy Criminal Prosecutor of the Department of Justice and is responsible for handling criminal appeals.
Zheng Ruohua revealed at the ceremony that after Lin obtained his professional qualifications, he spent almost all of his career in the Department of Justice, which can be described as a legal talent bred by the Department of Justice.
Although Lin only turned into a barrister last year and was "promoted" a year later, Lin has a wealth of prosecution experience and served as an assistant to the former criminal prosecutor Jiang Leshi for 4 years.
Two new qualifications in civil litigation
The second newly promoted Senior Counsel Luo Mincong, obtained a Bachelor of Arts (Jurisprudence) degree from Oxford University, and was qualified as a barrister in Hong Kong in 1997. His practice scope includes general civil law and commercial law, specializing in cross-border disputes, company law and others General civil cases.
Luo Zeng participated in a number of cases of concern, including the first case involving a discrimination dispute that ultimately required trial in the final court. The case later indirectly led Hong Kong to enact the 2017 Apology Law.
Senior Counsel Nie Xinping obtained a Bachelor of Economics and a Bachelor of Law from the University of Adelaide in Australia in the early years. He was also qualified as a barrister in South Australia and Hong Kong in 1997 and 2006. His practice mainly focuses on securities and regulatory law, banking law, and Commercial law, company law and insurance law litigation.
