The Legislative Council passed the "Improvement of the Electoral System (Comprehensive Amendment) Bill 2021" ("Ordinance") in the third reading a few days ago. Chief Executive Carrie Lam Cheng Yuet-ngor signed today (29) the "Basic Law" Article 48 Paragraph 3 passed by the Legislative Council. The Regulations will be published in the gazette next Monday (31st) and will come into effect immediately.

Lam Cheng said that signing the bill passed by the Legislative Council and promulgating the law is one of the Chief Executive’s constitutional powers. She exercised the relevant powers within a year and signed four laws or laws to improve the implementation of "One Country, Two Systems" in the Hong Kong Special Administrative Region. Carrie Lam said that the four laws are the National Anthem Regulations signed on June 11, 2020; they were passed by the Standing Committee of the National People’s Congress and signed by the Chief Executive on June 30, 2020. The Hong Kong Special Administrative Region of the People's Republic of China Law on the Maintenance of National Security; the Public Service (Participation and Appointment) (Miscellaneous Amendments) Regulations 2021 signed on May 20, 2021; and the Regulations signed today.

The current focus of the government’s work includes achieving “clearing”

and preparing for the next three elections in accordance with the law.

She pointed out that the vitality of the law lies in its accuracy and implementation.
