The Civil Engineering and Development Department pointed out in the EIA project briefing document that the planning and engineering study for the development of new towns in North New Territories will explore the feasibility of installing fresh water and flushing water distribution reservoirs and sewage treatment plants in caverns. The scale and scope must be determined in the study, but the potential hazards related to the transportation, storage and use of explosives in the excavated rock cave will be assessed in detail in the environmental assessment.
