Frictions with the CGT due to the advance of La Cámpora in social works

The Kirchnerist group asked the Government to keep four managements in the Superintendency of Health, a key body where unions tend to gravitate.

The Superintendency of Health Services (SSS) is an official body, autonomous from the National Government but dependent on the Ministry of Health, which the vast majority of society is completely unaware of.

In this 2021 it will handle a budget of

more than 37 billion pesos.

Those who do know everything about the SSS are the leaders of the most powerful Peronist unions in Argentina: the general secretaries of the Central General de Trabajadores (CGT).

Talking with them about the SSS is listening to the closest thing to what would be scholars of the university academy or scientists dedicated to learning and analyzing every detail of this dependence on the state bureaucracy.

It happens that the SSS is the entity that

controls the operation and pays the medical benefits of the social work of the unions

, and regulates the work of the prepaid medicine companies, whose directors are also specialists in

"La Super"

.

In other words, almost the entire crucial system for the functioning of the health system, and more so in pandemic years, depends on the resolutions of the SSS. Last week, that habitat that distributes billions of pesos to unions and prepaid companies added new interested parties in having a preponderant role in its operation. It is the pro-government group La Cámpora, led by the head of the block of deputies of the Frente de Todos,

Máximo Kirchner.

According to sources from the ruling party, the CGT, and the private health system, Deputy Kirchner, or a delegate of his on his behalf, demanded that the Casa Rosada appoint four of its militants in

key

SSS managements.

La Cámpora's advance on the SSS generated a strong debate in the CGT.

The Government has not yet defined whether it will comply with the wishes of the Kirchner group, which are always fulfilled when they are presented to the national Government as a suggestion that is very difficult to reject.

Another new dispute within the PJ that forms the increasingly dysfunctional government coalition has just started.

a feeling closer to resignation

The owners of these companies have been demanding for months that they be allowed to increase around 40

percent

of their collection through their clients' fees due to inflation and the high costs generated by treatment in their clinics for Covid-19 patients .

The SSS has a new incumbent who took over a few weeks ago.

His name is Juan López

.

He was elected by President Alberto Fernández after a meeting with CGT leaders who were nominating another leader they consider "their own" to fill that position, the current general manager of the SSS, David Arauchan.

López is a politician with many ties,

among others with the former Minister of Health, Ginés González García.


According to a source who dealt with López almost daily, he never imagined that the organization chart of the SSS could change, and even less that it would be La Cámpora that asked him to occupy at least four fundamental managements of his body.

Official sources that occupy important positions in the official scheme, and four general secretaries of the CGT confirmed to Clarín that La Cámpora is trying to advance in the SSS.

The supposed agreement that the CGT would have sealed with the Presidency is that the organization chart of that body would not be modified.

In the same meeting of several of the general secretaries of the CGT with Fernández, they were promised that the State, through the SSS, would pay their unions

11 billion pesos

for medical benefits provided to the disabled.

But the debt with the unions is greater: the SSS should distribute 2 million pesos per month to the CGT's system of social work alone, but it would be paying one billion a month.

The friends of the superintendent López assure that when they notified him from the Casa Rosada that La Cámpora was asking to incorporate four of its leaders to transform them into managers of the SSS, he even

thought about resigning

his post even though he had just assumed.

But they would only be fights of the moment.

It will not happen.

Clarín learned from union sources, who know the whole backroom of this story because for years they have been dealing with the multimillion dollar flows that the SSS sends them with delays, that the managements requested by the Kirchner group would be

"Benefit Control";

that of "Systems";

the one of "Attention to the User" and the one of "Delegations".

In themselves, those management names do not say much.

But in fact they are essential to get involved in the operation of the "Super" and they are also decisive to know the secrets of the body and the sectors it regulates.

These secrets could also be essential to venture out and find out even more the details of the internal work of the CGT social works, the private prepaid companies and the PAMI.

The retired social work is led by another La Cámpora activist, Luana Volnovich.

The names proposed for these positions of the SSS by La Cámpora would actually be six in total, but four would end up getting their position if this outpost is finally made official.

, current vice president of the Buenos Aires Governor's Social Work for Employees, IOMA;

Federico Paruelo

, today with a leading role in the cabinet of the Buenos Aires Vice Minister of Health of Nicolás Kreplak and also with a position in IOMA;

Franco Mársico

, 28, with a degree in biological sciences and a CONICET fellow, and

Martin Maggio

, supervisor of the NACER medical plan, health director of the University of Gualeguaychú and undersecretary of health of that municipality.

What is the role of the managers requested by La Cámpora in the Superintendency of Health Services?

The one dedicated to "Benefit Control" has the function of

analyzing all the medical benefits

of the union social works, and also of the prepaid ones.

According to its conclusions, it could sanction or delay payments that the State is committed to making to these providers according to the diseases with which they take care of the health of their members or clients.

The "Systems Management" is the one that manages all the collection of files of the users of the health system.

In addition to being in charge of the "security" of the entity's digital files.

The head of "Systems" has access, for example, to

the data of the 15 million users of social services and the five million retirees

that are served by PAMI.

The "User Attention Management" is the one that is directly related to the

complaints

made by the affiliates of the unions and their social works;

and the same with prepaid customers.

The weak point of the health system if it works badly.

The "Management of Delegations" is the one that expands throughout the country to the different headquarters of the SSS in the provinces or districts.

grants great territorial power

a leader close to Sergio Massa

If the advance of La Cámpora is specified, that management would not be touched.

Massa is an ally of Kirchner.

The Casa Rosada officials consulted about this new potential conflict with the CGT, which until now has remained united and supports the government's policies, minimized the impact of the news that shook union members and health businessmen who complain because Due to the increase in prices and salaries of their employees, they could go into financial red in the middle of the pandemic.
