The obligation to install a system against forgetting children in the car will take effect on August 1.

Two months ago, the Knesset's Economics Committee approved the new transportation regulations, and they were significantly promoted by Transportation Minister Miri Regev.

The regulations aroused interest and opposition both in the public and among Knesset members, mainly due to their rapid entry into force and the cost that car owners will have to absorb in favor of their installation.

Who is required to install the systems?

The language of the regulation stipulates that a child under the age of two must not be driven in a vehicle that does not have a system for preventing children from being forgotten in the car.

The charge does not apply to the parent, but to any person driving a child in the car.

I use a vehicle that I do not own (leasing, renting, etc.) or driving a child of a neighbor / friend / family member, am I obligated to install the system?

Yes, the aforesaid charge is individual to each driver who drives a child in the car regardless of the ownership of the vehicle or the proximity ratio between the driver and the toddler.

Enforcement starting August 1st.

Which vehicles does the installation relate to?

The vehicles included in the regulation are of types N1, M1 and M2, or in other words private cars and commercial vehicles for passenger transport.

Vehicles included in these types but exempt from installation of the system are vehicles for transporting students (required by virtue of another regulation), taxis, collectible vehicles up to 1983, a fire-fighting vehicle or an ambulance.

Which systems are approved for use?

On the website of the Ministry of Transportation you can find the latest list of systems that have been approved for use as of now, as well as the systems that have been submitted and are in the process of approval.

These include four of the 13 systems in the exam.

What are the types of systems on the market?

There are currently two main types of systems on the market: those that consist of a weight-sensitive surface placed on the safety seat under the toddler, or those that are located on the back door and identify its opening and closing as an indication of a child entering the back seat.

These and these are linked to the mobile device and send an alert if the child has not been taken out of the car.

In addition, the systems produce a visual and audible alert to the vehicle environment in order to attract attention in the area.

Some systems will also send an alert to selected defined mobiles.

What is the price range of the systems?

The prices of the currently approved systems range from NIS 300 for the cheapest to NIS 500 for the most expensive of the systems. It should be noted that these are "promotional prices" or "launches" and are NIS 100-200 lower than the prices of full systems as advertised.

My car has a system installed as part of the car's safety equipment, does it sell?

In new vehicles where a warning system is installed as standard and original equipment, this will be stated in the vehicle license under the vehicle's original safety systems.

Only such a score is exempt from installing another system.

Is there a subsidy for the cost of the system?

No, contrary to the recommendations of the summary report, there is no subsidy for the cost of the system and it will be borne by the buyer in full. In cars equipped with these systems from the factory, the existence of the system entitles the car to half a point in the safety rating translated to a maximum discount of 250 shekels.

My car seat manufacturer prohibits installation or modification of the original seat structure, what should I do?

There are car seat manufacturers that restrict the efficiency of the seats if they are not installed properly or used improperly, some of these also relate to problems caused by the buffer between the baby's body and the seat and the change in sitting position that may affect the buckling efficiency.

In such a case, devices that do not involve adding components to the seat should be used or the service providers of the seat importer to Israel should be consulted.

I have a previously purchased system, is it valid?

Not necessarily.

There are a number of systems on the market for preventing children from forgetting in the car, but not all of them meet the firm's criteria.

Only the systems and models approved by the Ministry of Transport will be considered as complying with the installation provisions.

Is it possible to personally import the systems?

Yes, as long as these bear the same trademark as those approved by the Ministry of Transportation and sold in Israel.

Sold or sold by EU countries, the United States or Canada.

When do regulations take effect?

Entry into force of the regulations is from August 1.

However, actual enforcement will only begin on January 1, 2022. These regulations are defined as temporary regulations and are limited to two years only.

Only then will it be decided whether these will become permanent regulations.

What is the expected fine for those who do not follow the instructions?

The regulations stipulate that the amount of the fine will be NIS 250 and will result in the registration of 4 mandatory points in the license.

Are the installations final?

No.

The Knesset's Economics Committee, which approved the regulations, required the Ministry of Transportation to report by December 1 on the preparations for the entry into force of the enforcement.

In the event of problems in the police's ability to enforce, or appeals to the High Court regarding the problematic charge - these may change. Also if a new government is formed, the new Minister of Transport has the authority to repeal or change the regulations.
