BRUSSELS - The
final go-ahead for the EU's digital Covid-19 certificate
from the European Parliament should arrive next week, when MEPs will return to meet in plenary, this time at the Strasbourg headquarters.
The last time a EP session was held in the Alsatian city was February 2020. Since then, the plenaries have always been held in the Brussels office in a hybrid form, ie both remotely and in a reduced presence.
The digital certificate - which the EU wants to be operational at the beginning of July - will facilitate travel within the Union, especially during the summer season, and will contribute to economic recovery. It will be
free and can be digital or paper
, it will show that those who have it have been vaccinated, have recovered from the disease or have recently undergone a swab with negative results. The common legal framework will allow all EU countries to issue certificates that will be
interoperable, compatible, secure and verifiable
throughout the Union.
During the debate, MEPs should reiterate the need to offer affordable and accessible tests. Furthermore, the Eurochamber should emphasize that EU countries should not impose further travel restrictions on certificate holders - such as quarantine, self-isolation or tampons - unless justified by public health reasons.
Among the other issues discussed in plenary, some of which also accompanied by non-legislative resolutions, there is the
request to the World Trade Organization (WTO) to revoke the intellectual property rights for Covid-19 vaccines
. In a debate held during the May plenary session, several political groups in Parliament called on the Commission to call for such a lift to support global vaccination efforts, while other groups said this would not speed up the supply of vaccines.
In Strasbourg,
Belarus
will also be discussed
.
The EU Parliament will discuss with the head of foreign policy Josep Borrell the
European response to the forced landing of a Ryanair flight in Minsk
and the arrest of the Belarusian journalist Protasevich.
Then a resolution will be voted on.
Parliament President David Sassoli will finally announce the
winner of the 2021 Lux Audience Award
during a ceremony to be held in the Plenary.
