The statement stated that the non-permanent common law district judges of the Court of Final Appeal will help Hong Kong maintain ties with other common law jurisdictions. They have contributed a lot to Hong Kong and have been affirmed many times.
"The Times" reported that He Xiyi stated in an online conference that under the current circumstances, he does not know when he can go to Hong Kong again and therefore does not want to accept the appointment of the Hong Kong government.
She also admitted that it is still unknown how the "Hong Kong National Security Law" works and that there are various questions in the society, and emphasized that other overseas judges will continue to pay attention to the situation in Hong Kong.

After He Xiyi left office, there were only 12 non-permanent common law judges in the Court of Final Appeal, 8 from the United Kingdom, 3 from Australia and 1 from Canada.
The Judiciary stated that if suitable candidates are available, the Judiciary will continue to handle appointment proposals in accordance with the relevant provisions and established mechanisms under the Basic Law and the Judicial Officers Recommendation Committee Ordinance.
The statement also emphasized that the Basic Law stipulates that Hong Kong enjoys independent judicial power and the power of final adjudication. The local courts conduct trials independently without any interference. Judges also have constitutional duties and must strictly follow the law and legal principles when exercising judicial power. In adjudicating and handling cases, it emphasizes that judicial oaths also stipulate related responsibilities.
