Har Even was born Abba Hartstein in Romania in 1937, and is a graduate of the Hebrew Gymnasium in Jerusalem. When his studies at the Technion were interrupted as part of the academic reserve, he was assigned to the Artillery Corps and during his service was sent to complete his academic studies to serve in the corps' future missile unit.
He completed a bachelor's degree at the Technion in electrical engineering. He also has a master's degree in business administration from Tel Aviv University. When he returned to active service he was assigned to the Air Force, assisted in the introduction of advanced equipment to the Air Force, commanded a Hawk missile battery near the Dimona nuclear reactor and on behalf of the state assisted in establishing the air defense system in Uganda. Later in his career he served in senior positions in the aerospace industry in research and development and marketing. He is the former director of the development and production program of the Israeli satellite launcher "Shavit" and a professional consultant for the Galileo navigation satellite program.
Since 2008 he has been a research fellow at the Begin Sadat Center for Strategic Studies at Bar Ilan University and at the same time serves as a board member of Safe Future, a program whose motto is "Yes to Tolerance and No Violence", for developing leaders and young entrepreneurs for social empowerment and violence prevention.
