Domestic violence: several prosecutors ask for additional resources

“Do we have the means to do what needs to be done?” They call out in separate press releases sent on Monday.


Mérignac, Hayange, Colmar, Metz .... For several days, appalling murders of women have followed one another all over France, highlighting flaws in the monitoring of violent spouses.

In several separate press releases released on Monday, June 7, several public prosecutors - from the prosecutors of Bayonne, Lorient, Béthune or even Dijon and Senlis - react to these recent homicides.

They sound the alarm bells while defending the judiciary.

the fight against domestic violence is a priority of each public prosecutor and magistrates of his floor

”.

If he believes that "a

lot of efforts have been made

" since the Grenelle against domestic violence, the magistrate asks a question: "

Do we have the means to do what needs to be done?

"We need additional human resources"

Identifying and protecting the victims of this violence, constructing a procedure allowing the perpetrators to be sanctioned by responses adapted to the gravity of their acts and their personality, monitoring the execution of the measures pronounced and ensuring their effectiveness, requires the part of the police and gendarmerie services, on the part of the public prosecutor's office and on the part of the integration and probation services always more human investment

”, details Thierry Dran.

Before continuing: "

We need well-trained investigators and magistrates in sufficient numbers as well as a sufficiently developed and available integration and probation service

We received in a few months ten circulars of penal policy on this subject (...) but the implementation of which is not accompanied by any reinforcement of means

", deplores the magistrate.

If we want real fluidity in the processing of all these procedures, additional human resources are needed for the prosecution

," he recommends.

Thierry Dran particularly wants each floor to be provided with dedicated assistants "

to enable us to take this great national cause head-on

."

His colleagues, in press releases consulted by AFP, also ask to provide each prosecutor's office with a specialized assistant or an assistant lawyer dedicated specifically to this mission.

Circulars sent to magistrates

The 1000 anti-reconciliation bracelets available to the Chancellery "

", declared the Minister of Justice Eric Dupond-Moretti after the feminicide of Mérignac, committed on May 4 by a man who was serving a sentence for domestic violence but had not been fitted with the device. Circulars were then sent to magistrates to push for the deployment of the device, available in France since the fall but which the courts were struggling to seize.

The Minister of Justice asked in particular that “

all the files

” of people convicted of domestic violence be taken over, in order to verify that “

the background and the personality

” of these men did not make it “

necessary

” to install a bracelet. Two inspection missions were launched by the government in order to shed light on the obvious or possible flaws in the monitoring of violent spouses, after the feminicide of Mérignac (Gironde), and that of Hayange (Moselle) on May 23. The conclusions of the Mérignac inspection are expected on June 10, those of Hayange on June 30 at the latest.
