Food waste accounted for the largest amount of municipal solid waste disposed of at landfills every day, with a daily disposal volume of 3,353 metric tons in 2019.

The Environmental Advisory Committee today (7th) discussed the "Hong Kong Resource Recycling Blueprint 2035". Many of the members were concerned about the issue of food waste recycling, including the current organic resource recycling center Phase 1 (O. PARK1) in Siu Ho Wan did not meet the target processing capacity Wait.

The representative of the Environmental Protection Department pointed out at the meeting that there are technologies that can reduce the odor of food waste, and solve the problem of "daily cleaning" in housing estates or restaurants such as recycling food waste.

He also revealed that he is currently studying with the Housing Authority to test biotechnology in public housing estates to reduce food waste odor machines to test whether they can reduce transportation costs, and the cost of a machine can reach millions of dollars.

In addition, the Environmental Protection Department is also discussing with the Education Bureau to replace disposable plastic tableware with recyclable tableware on campus.

In the "Hong Kong Resource Recycling Blueprint 2035", the authorities proposed that Hong Kong has set a mid-term target for municipal solid waste. In order to implement municipal solid waste charging, the per capita disposal volume of municipal solid waste will be gradually reduced by 40 to 45%, while the recycling rate will be increased to approximately 55% is expected to be reached before 2030.

At today's meeting, food waste recycling became one of the committee's focus.

One of the committee members, Huang Jielong, president of the Rice Seedling Society, said that the current recycling volume is only more than 100 tons per day, which does not reach the target processing volume. He believes that although recycling infrastructure projects are important, software support is the most difficult.

The chairman of the committee, Huang Yuanhui, also believes that food waste is the most difficult to recycle, because it produces odor. Even if food waste is collected by restaurants or households, it is hoped that it can be processed and sent away on the same day, making transportation costs high.

The Deputy Director of the Environmental Protection Department, Hu Weiwen, responded that there is still a long way to go before the recycling of half of the food waste in Hong Kong's hardware, and the software package is the biggest challenge.

He pointed out that there are new machines that can reduce the odor of food waste and solve the current storage problem in housing estates or restaurants.

The authorities initially hope that the new technology can be "landed", and now it has contacted the Housing Authority, hoping that it can be tested in public housing estates, etc., "cost-effective (cost-effective) to reverse the difficulties, such as the odor problem and the situation needs to be cleared day by day." ".

Food waste or as recyclables

The Deputy Director of the Environmental Protection Department (Waste Reduction Policy) Lu Jiajian pointed out that the initial idea is to use food waste as recyclables in the garbage levy plan implemented in the future, such as "the garbage fee will not be collected when the garbage is distributed."

He also pointed out that the current study with the Food and Environmental Hygiene Department to add facilities for the recovery of food waste in the garbage dump will also help improve the garbage dump environment.

However, he emphasized that the study "is not a simple matter, because the garbage station facilities are good and the land is used to the best of its ability."

In addition, the waste reduction blueprint also proposes to build an additional incinerator. Some members think that the site selection of the Shek Kwu Chau incinerator currently under construction is unsatisfactory. Because of the high transportation cost, it is believed that the most effective is to build it near the landfill.

Hu Weiwen pointed out that the current authorities are also considering the site selection, design and handling capacity of the second landfill.

He also predicted that the authorities will launch a consultation plan for the levy of plastic bags later this year. In addition to increasing the levy level, another consideration is to narrow the scope of exemption.
