According to Leung Mei-fen, a member of the Pakatan Harapan Legislative Council, there are currently 26 public housing estates in Hong Kong that can be rebuilt, which is estimated to provide 360,000 units. He urges the government to initiate large-scale public housing redevelopment and set a road map and timetable.

The Pakatan Rakyat hopes that the government will increase the supply of public housing through reconstruction and reduce the current 5.8 years of public housing waiting time to four years or less.

Another Pakatan Harapan member Wu Yongjia suggested that the government use "Develop the New Territories" as a call to substantially develop land in the New Territories, providing more than 2,600 hectares of residential land, including 1,000 hectares of agricultural land held by developers, 74 hectares of brownfield land, and 1,200 hectares of ancestral hall land.
