Hofoldinger Forst: Wind power alliance is repositioning itself

Otterfing

- The first large wind turbine in the Miesbach district is getting closer.

Even after the departure of the municipality of Brunnthal, the municipality of Otterfing and the district are committed to the plans of an inter-municipal alliance to build three wind turbines in the Hofoldinger forest.

For this, the Otterfinger municipal council and the district committee were ready to pay for more costs in the preliminary phase.

New ArGe key

At the suggestion of the ArGe, the three municipalities are increasing their shares from ten to 16.67 percent.

The decision of the Otterfinger committee in the most recent meeting was unanimous.

The Miesbach district's share increased only slightly, from 15 to 16.67 percent.

The district of Munich, which can only support three municipalities in the ArGe instead of four, is reducing its participation accordingly from 45 to 33.33 percent.

Despite the new line-up, the old schedule remains.

The last reviews of the nature conservation expert reports and profitability calculations should be completed in autumn.

By the end of the year at the latest, it is planned to apply for the immission control approval procedures at the district offices in order to obtain building permits in 2022 if possible.

The wind turbines reach a total height of 240 meters, the investment costs are estimated at around six million euros per system.

The pre-financing

The ArGe municipalities carry the pre-financing. The two districts are responsible for the wind measurement, the profitability calculations and the site security agreement with the state forests. As the Miesbach authority reports on request, the district has so far spent almost 30,000 euros. If further reports are due, the Miesbacher share increases, since after Brunnthal's exit the cost sharing of the districts is no longer 1: 3, but 1: 2, analogous to the communities involved; From 2022, this will also affect the annual fee for the site security agreement.

The municipalities are also called upon to pay for the nature conservation expert opinion and other planning.

“As a precaution, we have set 100,000 euros in the budget,” says Otterfings Mayor Michael Falkenhahn (SPD).

One half covers additional reports if they are unexpectedly necessary.

“It doesn't look like it at the moment,” says Falkenhahn.

The other 50,000 euros are to flow into the approval process.

Establishment of a GmbH

The ArGe municipalities invoice the future operating company for the pre-financing.

"Or the effort is immediately converted into communal shares," says Falkenhahn.

We are currently discussing with specialist lawyers which types of company would make sense for the three “Bürgerwind” projects.

"This will be a lesson in intercommunal cooperation," believes Falkenhahn.

It is conceivable to found an umbrella GmbH in which the municipalities and possibly also the districts act as shareholders.

The community could organize its share as a cooperative.

"For a broad acceptance of the wind turbines it would be important that many citizens can participate with smaller amounts", says Falkenhahn.

Current calculations assume a return of three to five percent.

After the summer break, in good time before the start of the approval process, the municipal council should vote on the social structure.
