The new clinic building discussed in Herrsching and Seefeld was the subject of a citizens' meeting.

Supporters and opponents made their arguments.

Here are the most important questions and answers.

Seefeld - It was perhaps the most important date for the referendum on the new clinic in Seefeld: Supporters and opponents of the location on Lindenallee faced each other on Tuesday evening at the citizens' event in the Hechendorfer gym.

Whereby: It was an unequal duel in front of 70 spectators in the hall and an average of 65 who watched the live broadcast at home in front of the computer.

Because the supporters were clearly in the majority - from the protagonists, from the requests to speak and also from the applause.

“The goal is to provide as comprehensive information as possible.” With these words, Seefeld's Mayor Klaus Kögel indicated the direction of the march.

The citizens should get “a solid basis” for their decision.

The evening should be "factual and fact-based" - but this was not always adhered to.

The Starnberg Mercury summarizes important questions and answers.

Why is there the discussion at all?

The district would like to merge the Seefeld and Herrsching clinics at one location and has already received a commitment in principle from the Bavarian Ministry of Health, which has given the matter a great deal of dynamism.

"We want to ensure medical care in the western district also in the future," emphasized District Administrator Stefan Frey.

Because the Free State and the federal government have a well-funded program until 2024, the time is now "extremely favorable".

How was the location chosen?

Oliver Prells from the planning association for the outer economic area of Munich first outlined the location procedure.

Seven potential areas for a clinic with 190 beds, plus four variants, so all in all eleven locations were evaluated at a meeting with the specialist authorities on November 16, 2020.

There were representatives of the district office, the government of Upper Bavaria and the water management office, as well as hospital management, district administrator, mayor, administration, local councils and planning association.

An area south of the castle (location 6, poor transport connections, proximity to the listed castle) and a location in one of the districts (locations 7a, 7b and 7c) were out of the running relatively quickly.

The experts rated an area on Eichenallee (location 2a, adjacent to an FFH protected area), a meadow between Ödenbächl and Staatsstraße (location 2c, located in the middle of the regional green corridor), the lama meadow at the end of the town as "not recommended" Hechendorf (location 4, poor development, impairment of adjacent residential areas) and the Dellinger Buchet at the Weßlinger Kreisel (location 5, in the middle of the green belt, unfavorable public transport connections).

This left three areas as “overall recommended”: the area between Münchner Straße and Ulrich-Haid-Straße (location 1), the area on Lindenweg (location 2b) and the area south of the train station on Bahnhofstraße (location 3). Location 1 is better suited for living space, Prells stated the assessment of the authorities. At location 3, the lapwing colony there could possibly be an exclusion criterion. Location 2b is located in the landscape conservation area (like most other areas too), but scores above all with its excellent development, proximity to buses and trains and the fact that two owners are ready to acquire the almost 25,000 square meters of land required To make available.

Clinic director Dr.

Thomas Weiler.

The property there is only 18,000 square meters, of which only 60 percent can be built on.

"The new clinic is the first nasty step into the Aubach Valley," says Günter Schorn, district chairman of the Bund Naturschutz.

Why do the opponents reject variant 2b?

Günter Schorn, chairman of the district group of the Bund Naturschutz (BN), argued with landscape and species protection.

It is important to “preserve this nature”, he said and he also referred to the study of the species-rich hay meadow, which is “a very important biotope”.

In addition, the BN and Citizens' Initiative Eichenallee (BI) fear that the clinic building will open the door to further developments, as Schorn said.

"This is the first bad step in the middle of the Aubach valley."

BI and BN are not opposed to building a new clinic per se, but rely on an alternative location outside of the landscape protection - even if the land is then more expensive.

District Administrator Frey replied that the district could not pay building land prices.

The district council will never approve 25 or 30 million euros for just one meadow.

What about a location in Herrsching?

The Ammersee community is not out of the running for the merger of the Seefeld Clinic and the Schindlbeck Clinic.

“The first priority is and will remain an expansion in Herrsching,” said Weiler.

This is how the legislature envisages it.

Whether this expansion is possible there is currently being discussed on the basis of a “space and function program” under the leadership of the Bavarian Ministry of Health.

However, it will take some time before results are available.

The building law could cause problems.

"We are currently at the limit there," said Herrsching's Mayor Christian Schiller.

"And whether the citizens will participate in a massive increase in the middle of the town is questionable." Frey spoke of a "tripling of the existing amount".

Frey and the overwhelming majorities of the district council and local council do not want to wait for a result of the investigation. In order not to be left empty-handed in the event of a possible failure of an expansion in Herrsching, the request for a council should enable planning on Lindenallee in Hechendorf. The background is the currently available funding from the federal and state governments, in whose programs the clinic director Weiler wants, if possible, in 2023. And if Herrsching works and the request for a council has a majority? "Then the ministry decides," said Weiler.

According to Frey and Schiller, an area on Seefelder Straße in Herrsching that has repeatedly been discussed is not available.

Frey said three discussions had been held with the owners.

“It's not a question of money,” emphasized Schiller.

"There is simply no interest in selling."

Will the clinic in Seefeld be preserved?

In the event that the council request fails and an expansion in Herrsching is not possible, Frey and Weiler saw black for the previous clinic locations.

There is no legal basis for maintaining the houses, said Weiler against the background that the Starnberg district already has 374 hospital beds per 100,000 inhabitants only with the Starnberg and Tutzing clinics - significantly more compared to Fürstenfeldbruck (173), Landsberg ( 182) or Dachau (284).

This makes the Free State's commitment all the more remarkable.

Seefeld and Herrsching in their current form are "no longer sustainable," said Frey.

If you say “yes”, how does it go from here?

The municipality would get involved in the land-use planning - including the participation of citizens, associations and public bodies.

The aim is a project-related development plan which, among other things, specifies the legally binding extent of the development.

The participants tried a total of two and a half hours to answer the questions, which were only partly asked in the hall, but rather via the chat function from home and summarized by the moderator Jürgen Kaul.

The voting notifications for the referendum on June 27 should have now been received by the people of Seefeld.

The vote takes place exclusively as a postal vote.

Conservationists are critical

Representatives of the Citizens' Initiative Eichenallee (BI) and Bund Naturschutz (BN) have criticized the course of the event. It was "the objectivity has often been lost," said Greens / BI municipal councilor Ortwin Gentz on Wednesday via press release under the heading "One-sided information event". BN district chairman Günter Schorn complained that he had been refused to show his prepared and submitted presentation slides. “I wonder what the purpose of this is?” He wanted to make it clear that the proposed location is a legally protected, species-rich meadow. This "crucial aspect" is being ignored. Criticism came from Albert Augustin (Greens / BI). When Ortwin Gentz was allowed to ask a question on Tuesday,he was "hidden with the reference to personal rights in the live broadcast", said Augustin and spoke of "censorship". Mayor Klaus Kögel revised the allegations on request. Schorn did not announce the slides, but only submitted them shortly before the start of the event. For reasons of equal treatment, he then renounced it, said Kögel. And Gentz's contribution was a technical problem. He was therefore immediately asked to repeat his contribution. According to clinic director Dr. Thomas Weiler had “priority 1”, called Gentz “good news”.but only submitted shortly before the start of the event. For reasons of equal treatment, he then renounced it, said Kögel. And Gentz's contribution was a technical problem. He was therefore immediately asked to repeat his contribution. Clinic director Weiler threatens legal action

A flyer distributed by the citizens' initiative Eichenallee (BI) since the weekend contains, according to statements by clinic director Dr. Thomas Weiler and District Administrator Stefan Frey made several incorrect statements. Both asked the BI to withdraw him. Weiler even spoke of a possible injunction. In the meantime, according to Ortwin Gentz, the BI has reacted and deleted a statement in the online edition of the flyer: "A closure of the Seefeld or Herrsching clinics without replacement is legally inadmissible because the district is legally obliged to provide medical care." Weiler and Frey had made it clear on Tuesday that this was not correct - as well as statements that there was building law in Herrsching for the expansion of the Schindlbeck Clinic and that other locations were still possible. Frey: "I don't know anyonewhich is currently feasible. "

Medical Director of the Seefeld Clinic: "Seems like a poker game to me"

The Medical Director of the Seefeld Clinic, Dr.

Markus Wagner.

It currently feels like a game of poker to him, he said on Tuesday.

Around 3200 operations per year are carried out in Seefeld - “where should they go?” He asked in view of a possible closure.

The Starnberg Clinic could no longer grow, in the end only Munich would remain.

The high quality of the employees should also be considered.

It goes "a lot and far beyond basic services".
