The government announced on Wednesday June 9 new measures following the conclusions of an inspection mission carried out after the feminicide of Mérignac (Gironde) at the beginning of May, pointing to a series of failures in the monitoring of the violent partner who is repeat offender and the protection of the victim. . This report was the subject of a meeting on Wednesday evening in Matignon chaired by Prime Minister Jean Castex in which Eric Dupond-Moretti (Justice) and Gérald Darmanin (Interior), Elisabeth Moreno (equality between women and men) and Marlène participated. “six new measures”

Chahinez, 31, mother of three, died on May 5 in Mérignac, near Bordeaux, after being shot and wounded by her violent recidivist husband, from whom she was separated, who then set her on fire in the street.

This drama sparked a wave of indignation.

The report is damning and denounces a long series of failures of all the players in this file.

The government also asked the mission on Wednesday whether certain facts could not be disciplined.

Lack of communication

The alleged perpetrator Mounir B. was sentenced on June 23, 2020 for domestic violence in recidivism to 18 months in prison, including 9 months suspended and warrant of committal at the hearing. But from prison, he telephoned his wife, Chahinez, to threaten her. In December, he was released under certain conditions: ban on contact with his wife, monthly meeting with his prison adviser (SPIP, prison integration and probation service) ...

In mid-March, his wife filed a complaint against him at the Mérignac police station after another violent attack.

The complaint, note the rapporteurs, is duly treated, with application of the questionnaire dedicated to the assessment of the danger, personalized assessment sheet of victims (EVVI) and sending of the grids to the prosecution.

But one of the files is incorrectly completed so that the danger is assessed differently by the police and the courts.

Poor or even lack of communication ensued between the police and the prison administration.
