The former president of Costa Rica Laura Chinchilla said in an interview in Conclusions that the regional polarization that Latin America is experiencing reduces the power of convocation to the Secretary General of the Organization of American States (OAS), Luis Almagro, and makes it difficult to carry out his initiatives against Nicaragua.
