Syria's permanent representative to the International Atomic Energy Agency, Ambassador Dr. Hassan Khaddour, affirmed that Syria has expressed its cooperation with the International Atomic Energy Agency and did not delay in fulfilling its legal obligations under the Comprehensive Safeguards Agreement and the Nuclear Non-Proliferation Treaty and fulfilled all requests on time, noting that the Agency's reports on the implementation of safeguards are witnessing on this cooperation.

In a speech during the current session of the Board of Governors held by the International Atomic Energy Agency in Vienna with the participation of Syria, Khaddour explained that “the path of confusion followed by well-known parties about Syria is ridiculous because they managed, despite all the difficult circumstances they went through as a result of the aggressive and failed policies of those parties. known from fulfilling all the international obligations required of it under the Safeguards Agreement.

Ambassador Khaddour pointed out that Israel's survival, with its nuclear capabilities, outside the framework of the Non-Proliferation Treaty and the comprehensive safeguards agreement with the agency represents a grave danger to the non-proliferation regime, and that its rejection of all initiatives calling for the establishment of a nuclear-weapon-free zone in the Middle East makes it a threat to security and stability. In the region, considering that its continued refusal to subject all of its nuclear facilities to IAEA safeguards makes it a threat to regional and international peace and security, and in light of all this, it is not qualified to talk about cases of non-compliance with the Treaty.

Ambassador Khaddour welcomed the positive atmosphere prevailing in the Vienna talks aimed at restoring the joint action plan between Iran and the international community in full, expressing hope that this political process will soon be crowned with success in a way that ensures the return of all parties to the plan.

Ambassador Khaddour noted Iran's commitment to implementing the plan since it was agreed upon again, reminding that the United States' withdrawal from the plan unilaterally and without any legitimate justifications constituted a flagrant violation of Security Council resolution 2231.

He stressed that the comprehensive implementation of the Joint Comprehensive Plan of Action does not depend on Iran only, but should be matched by the fulfillment of all other parties' obligations, especially the lifting of sanctions imposed on it, including the economic gains arising from this plan.

Ambassador Khaddour also indicated that the continuation of joint cooperation between the agency and Iran in accordance with the agreed procedures facilitates and facilitates the full and effective implementation of the commitments of the two parties, expressing his aspiration for the agency to continue to carry out the tasks entrusted to it with full impartiality, independence, objectivity and professionalism and not to fall victim to external pressures aimed at implementing political agendas targeting sovereign countries. .

The International Atomic Energy Agency is holding in Vienna the work of the current session of the Board of Governors.

The council’s work includes a number of topics, the most important of which is the agency’s role in promoting the use of nuclear technology for peaceful purposes and supporting member states’ efforts to confront and contain the emerging coronavirus.

The Council will also discuss the implementation of the Joint Comprehensive Plan of Action with Iran, the implementation of the Safeguards Agreement in the Syrian Arab Republic and Israel's nuclear capabilities, in addition to the application of Agency safeguards in the Middle East region.
