Cost explosion at Nordspange Bad Tölz: planners give the reasons

- It is an important step on the way to implementing the Tölzer Nordspange: Federal Transport Minister Andreas Scheuer (CSU) signed the financing commitment on Thursday.

That means: construction can begin.

However, it will be significantly more expensive than the previously known cost calculations said.

As it is said from the office of the Bundestag member Alexander Radwan (CSU) on request of the Tölzer Kurier, the federal government is assuming construction costs amounting to 47.7 million euros.

The fact that the federal government will pay for the construction has been certain in principle since the north clasp was prioritized in the Federal Transport Infrastructure Plan in 2016 as an “urgent need”.

At that time, the cost calculation was still 25.6 million euros.

In 2019, according to Martin Herda, the department head responsible for the district, the state building authority presented a cost update with a result of 32.8 million euros.

In that year, the planning approval decision was also made by the government of Upper Bavaria - i.e. the building permit.

On this basis, the building authority got into the detailed planning and also examined the building subsoil along the concrete route in more detail.

According to Herda, the result was that the building site was "very inhomogeneous".

“From a structural engineering point of view, geology is very problematic,” he says.

The ground is partly boggy, partly sandy and sometimes not very stable.

In damp places there is a risk of the soil sinking.

"This means that a lot of effort is required to set up the company."

What also makes the construction very expensive: Complex traffic routing is planned for the construction period.

"During the long construction phase, the traffic should be able to flow without any loss compared to the current state," explains Stefan Vogt from the State Building Authority.

The area at the Maxlweiher is particularly complex.

A complete provisional facility for motorized, but also for cyclists and pedestrians, will be built here - including traffic lights.

"The traffic will be constantly shifted to this provisional facility next to the road for one to one and a half years," says Vogt.

As a result, drivers would not have to adjust to constantly changing traffic routes past the actual construction site.

Similar makeshift roads would then be built where the B13 crosses the future north cliff and where the north cliff joins the B472 near Greiling.

Herda adds that the prices for construction work have also risen sharply over the years.

Federal Transport Minister Scheuer signs the federal government's promise of costs for Nordspange

Radwan made the news of Scheuer's funding commitment public in a press release on Thursday.

According to the Simmkreis member, he received the “good news” from his party colleague at his own request.

Radwan describes the north spine as an “important and long-awaited major project”. It is so necessary, “because our region is so popular and therefore strongly affected by general mobility”.

At the Tölzer Flinthöhe, traffic jams are currently the "normal state".

The north spine, however, will relieve the through traffic in this area by "up to 65 to 85 percent per section and in future ensure that the B13 and B472 will be free of traffic jams."

According to Herda, construction should begin in 2022 and is expected to be completed in 2025.

Preparatory measures are due this autumn: clearing and an "ordnance investigation" of the subsoil near the former flint barracks.
